Buxar SP Mandates Stringent Safety Protocols for Girls' Hostels

In a decisive move to bolster the security of female students, Buxar Superintendent of Police (SP) Shubham Arya has issued comprehensive guidelines for all girls' hostels and lodges operating within the district. This initiative comes as a direct response to recent incidents involving crimes against women students in hostel accommodations, prompting the district police to enforce strict compliance with enhanced safety norms.

Mandatory Registration and Staff Verification

SP Shubham Arya emphasized that all girls' hostels and lodges must first be registered with the competent authority. Furthermore, each establishment is required to appoint a woman warden and ensure thorough police verification of all staff members. This verification process extends to wardens, security guards, cooks, cleaners, and any other personnel employed on the premises.

A detailed record of all verified staff must be meticulously maintained at the concerned police station, creating a transparent and accountable system.

Enhanced Surveillance and Infrastructure Standards

The guidelines mandate the installation of high-quality HD CCTV cameras equipped with voice recording capabilities and a minimum 30-day data backup. These cameras must be strategically placed at:

  • Main entrances and exits
  • All corridors and common pathways
  • Dining areas and communal spaces
  • Across the entire campus perimeter

Adequate lighting must be ensured throughout the premises, including staircases, corridors, and the surrounding areas, to eliminate dark spots. Additionally, all hostel rooms must comply with Public Works Department (PWD) building code standards regarding size and occupancy limits.

Infrastructure enhancements include the mandatory installation of strong internal locks, latches, and iron grilles on windows. Proper hygiene and sanitation arrangements are also emphasized as essential components of a safe living environment.

Visitor Management and Access Control

A strict visitor management protocol has been established. Hostel operators must maintain a detailed visitor register recording the name, contact number, and Aadhaar details of every individual entering the premises. In a significant security measure, the entry of men, including relatives, into hostel rooms has been strictly prohibited.

A separate, designated visitor room must be arranged for any meetings or interactions, ensuring privacy and security are maintained.

Biometric Systems and Emergency Protocols

To enhance monitoring, the use of biometric systems for recording night-time attendance of both students and staff has been strongly recommended. Emergency preparedness is a cornerstone of the new guidelines.

Emergency contact numbers must be prominently displayed at reception areas and all common spaces. This list must include:

  1. The local police station in-charge
  2. A designated woman police officer
  3. The 'Abhaya Brigade' help desk details
  4. The national emergency helpline number 112

Students and staff are advised to familiarize themselves with women's safety features available on the 112 India App and to report any suspicious activity immediately without delay.

Round-the-Clock Supervision and Response

SP Arya directed that at least one female warden must be present on the hostel premises 24 hours a day, seven days a week. In the event of any medical emergency, illness, or suspicious incident, the warden is instructed to immediately inform both the parents of the affected student and the local police authorities, ensuring a swift and coordinated response.
