Bihar Police Enforces Comprehensive Hostel Safety Overhaul After NEET Aspirant's Tragic Death

In a decisive move to bolster student safety, the Bihar Police has mandated a sweeping set of security measures for all hostels across the state, following the suspected suicide of a medical aspirant in Patna. This initiative comes days after the case was transferred to the Central Bureau of Investigation (CBI), amid allegations of sexual assault and foul play by the victim's parents.

Mandatory Registration and Strict Monitoring

In a letter dated February 4, Additional Director General of Police, Criminal Investigation Department (weaker sections), Amit Kumar Jain, directed all superintendents of police in Bihar's 40 districts to ensure the compulsory registration of every hostel with the competent authorities. The directive emphasizes that police stations must maintain detailed registers of all girls' hostels and lodges within their jurisdiction, recording comprehensive establishment details.

District officials have been instructed to enforce these rules rigorously, with monthly progress reports due by the 15th of each month to the ADGP's office. Bihar Director General of Police Vinay Kumar confirmed that these guidelines will eventually extend to boys' hostels and lodges as well, highlighting a broader commitment to student security.

Enhanced Security Protocols and Infrastructure Requirements

The new safety framework introduces several critical measures designed to prevent future incidents and ensure a secure living environment for students:

  • Staff Verification: Every hostel must employ a female warden present around the clock. Police verification is compulsory for all staff members, including wardens, guards, cooks, and cleaners, with their details logged at the local police station.
  • CCTV Surveillance: Installation of high-resolution cameras with voice recording and at least 30 days of backup is required at key locations such as main entrances, corridors, dining areas, and throughout the premises. The Women's Help Desk and Abhaya Brigade will conduct daily checks to ensure camera functionality, alongside ensuring adequate lighting in all areas.
  • Biometric Attendance: Compulsory biometric systems must be used for night-time attendance of both students and staff, enhancing accountability and monitoring.
  • Visitor Management: Hostels are required to maintain records of every visitor's name, mobile number, and Aadhaar details. Male visitors, including relatives, are prohibited from entering residential zones, with separate visitor rooms mandated.
  • Infrastructure Standards: Adherence to hygiene norms and Public Works Department building codes is enforced, with rooms equipped with internal latches, strong locks, and windows fitted with iron mesh or grills.

Proactive Safety Measures and Emergency Preparedness

To foster a responsive safety network, the guidelines stipulate that wardens must immediately notify parents and local police in cases of illness or suspicious activity. Station House Officers (SHOs) are tasked with overseeing hostels through the Women's Help Desk and Abhaya Brigade, which will make daily visits to address student concerns.

Furthermore, hostels must prominently display contact numbers for the local police, Women's Help Desk, Abhaya Brigade, and the National Emergency Number (112) in reception areas and common spaces. Staff and students are to be educated on the women's safety features available through the '112 India' app, ensuring quick access to emergency assistance.

This comprehensive overhaul reflects Bihar's urgent response to the tragic incident, aiming to restore trust and safeguard the well-being of students residing in hostels across the state.
