The statistics reveal a consistent downward trend, with a 49.2% drop from 2024 to 2025 alone, marking a significant improvement in urban safety metrics.

The combined incidents of robbery and snatching, which stood at 587 cases in 2023, fell sharply to 398 in 2024 and further declined to just 202 in 2025. Police Commissioner S Dev Datta Singh provided comprehensive data, noting that while the approximate value of robbed property increased slightly from Rs 1.42 crore in 2024 to Rs 1.43 crore in 2025, recovery rates showed marked improvement.

"Recovery rates have demonstrated significant enhancement, rising from Rs 70.47 lakh in 2024 to Rs 85.05 lakh in 2025," Commissioner Singh emphasized. "This improvement indicates stronger investigative outcomes and more effective law enforcement procedures. We are currently compiling separate, detailed data specifically on snatching cases to provide even greater transparency."

The commissioner highlighted that unlike the erstwhile Indian Penal Code, which only categorized robbery, the new Bharatiya Nyaya Sanhita (BNS) has introduced distinct provisions for snatching offenses, allowing for more precise classification and tracking of these crimes.

Commissioner Singh attributed the substantial decline in property-related offenses to a comprehensive, multi-faceted strategy implemented by the Bhubaneswar police force. "Our approach combines several critical elements that have collectively contributed to the improved situation," he explained.

"We still hear about snatching incidents occurring in our neighborhood, which creates ongoing concern among residents."

A local resident actively involved in community policing suggested reviving previous successful initiatives: "In 2021-22, former DCP Uma Shankar Dash established property offense prevention and detection teams in each police station, dedicated specifically to monitoring and acting against property-related crimes. Additionally, an organized crime and property offense cell was created for comprehensive monitoring. These specialized wings should be revived for more effective and sustained results."

Criminologists have welcomed the reported decline in crime but urge careful interpretation of the numbers. "Crime trends are inherently complex phenomena," explained criminologist and lawyer Sidharth Das. "A sharp drop in criminal incidents over a single year could be influenced by multiple factors, including potential under-reporting by victims or displacement of criminal activity to neighboring areas. Sustained reductions over several consecutive years would provide a stronger indicator of genuine, long-term success in crime prevention strategies."
