Justice Venkata Jyothirmai Pratapa delivered a common order disposing of a batch of writ petitions that sought action against the illegal practice. The bench explicitly reminded officials of earlier directions issued in 2019 and stressed mandatory compliance with previous Supreme Court rulings in landmark cases, including Geeta Seshmani vs Union of India and Gauri Maulekhi vs Union of India.
The court has mandated the immediate constitution of Societies for Prevention of Cruelty to Animals (SPCAs) in all districts that are currently lacking them. Furthermore, it ordered the formation of joint inspection teams. These teams will comprise police officers, tahsildars, and representatives from recognized animal welfare organisations to ensure effective on-ground monitoring and enforcement.
Focus on Key Districts and Preventive Measures
The High Court singled out district collectors, particularly in the regions of West Godavari, East Godavari, Krishna, and Guntur, for specific instructions. They have been directed to proactively identify traditional cockfight venues and take steps to prevent their use. The order empowers them to invoke Section 144 of the CrPC if necessary to prohibit gatherings.
Authorities have been instructed to seize all instruments used for the fights and any money involved in betting. In a significant warning, the court highlighted the personal accountability of officials for any lapses in enforcing these norms, signaling a zero-tolerance approach towards negligence.
Awareness and Action Against Erring Officials
Beyond enforcement, the judicial order also advocates for preventive measures. The court advised conducting village-level awareness campaigns to educate the public about the illegality and cruelty of such practices.
