Dakshina Kannada Reports 15 Sexual Abuse Cases in Schools and Hostels Over Two Years

In a concerning revelation, Dakshina Kannada district has recorded 15 cases of sexual abuse in government and private educational institutions as well as student hostels over the past two years. Women and Child Development Minister Laxmi Hebbalkar provided this information to the legislative assembly on Wednesday, highlighting a persistent issue in the region's educational settings.

Breakdown of Cases by Year and Location

Responding to a query from Mangaluru City North MLA Bharath Shetty Y, Minister Hebbalkar detailed that 12 cases were reported in 2024, while three cases emerged in 2025. Notably, she clarified that no incidents of physical abuse were documented during this period, focusing the concern solely on sexual offenses.

The distribution of cases reveals specific hotspots within the district:

  • In 2024, Bantwal taluk accounted for seven cases, and Moodubidire recorded five cases.
  • For 2025, one case each was reported from Mangaluru, Mangaluru North, and Puttur, indicating a spread across different areas.

Government's Comprehensive Preventive and Response Measures

To address these alarming statistics, Minister Hebbalkar outlined several key initiatives implemented by the government. These measures aim to both prevent such incidents and ensure swift responses when they occur.

  1. 24×7 Child Helpline 1098: A dedicated helpline available round-the-clock for reporting abuse and seeking assistance.
  2. Strict Enforcement of Laws: Rigorous application of the Protection of Children from Sexual Offences (POCSO) Act, 2012, and the Juvenile Justice Act, 2015, to prosecute offenders.
  3. Awareness Programs: Conducting educational sessions in schools, colleges, and hostels to inform students and staff about child protection.
  4. Institutional Frameworks: Establishing Child Protection Committees, Child Welfare Committees, Juvenile Justice Boards, and District Child Protection Units statewide.

Additional Efforts to Combat Child Marriages and Protect Minors

Beyond sexual abuse, the minister emphasized proactive steps to prevent child marriages, which often intertwine with abuse cases. The state has appointed child marriage prohibition officers and formed coordination committees at the state, district, and taluk levels. Joint departmental circulars have been issued to raise awareness and enforce regulations.

Furthermore, policy measures and standard operating procedures related to minor pregnancies and overall child protection are being actively implemented.
