The Uttar Pradesh government is advancing with a comprehensive strategy to eradicate poverty across the state. A pivotal part of this ambitious vision involves significantly expanding skill development initiatives to create widespread livelihood opportunities. The UP Skill Development Mission has formulated a detailed plan to enhance these efforts both horizontally and vertically, specifically targeting the state's most vulnerable populations.
Inclusive Training with Reserved Quotas
A key feature of the new plan is the deliberate inclusion of marginalized groups. The mission has instituted a 33% reservation for women and a 5% quota for persons with disabilities in all its training programs. This structural change, implemented on the instructions of the state government, ensures that skill development reaches those who need it most. Furthermore, the overall number of trainees across all programs under the mission is being increased to maximize impact.
In Prayagraj district, the local mission office is spearheading this drive. Abhishek Shukla, the Skill Development District Manager for Prayagraj, revealed that a total of 1,475 unemployed youth are slated to receive training this year. The progress is already substantial, with 575 young individuals having successfully completed their training by December.
Integration with the Zero Poverty Campaign
The skill development efforts are not operating in isolation. They have been strategically integrated into Uttar Pradesh's broader Zero Poverty campaign. This integration creates a direct pipeline from training to employment, ensuring that skill acquisition translates into tangible economic upliftment.
The on-ground implementation of this linkage is evident in Prayagraj. Shukla stated that 28,000 families identified as 'zero-poverty' households in the district are now being rapidly connected to employment opportunities. This connection is facilitated through the skill development training programs and the job fairs regularly organized by the mission. The approach moves beyond mere training to actively placing individuals in jobs, thereby addressing the root causes of poverty.
A Model for Inclusive Growth
