UP Government Directs Full Implementation of CM Yuva Scheme by March 15 Deadline
The Uttar Pradesh government has issued a firm directive to all concerned officials, mandating the complete achievement of targets under the Chief Minister's Youth Entrepreneur Development Campaign Scheme (CM Yuva) by the strict deadline of March 15. An official spokesperson confirmed the development on Friday, following a crucial review meeting.
High-Level Review Meeting Drives Action
The decisive instruction emerged from a significant meeting chaired by Awanish Awasthi, Advisor to the Chief Minister, and Alok Kumar, Additional Chief Secretary of the MSME and Export Promotion Department. The session saw participation from senior officials representing the industries department, various public sector banks, and district administrations across the state.
Officials emphasized that the CM Yuva scheme must be treated as a critical mission aimed at generating large-scale employment through the promotion of entrepreneurship. Since its inception, the scheme has facilitated the disbursement of loans amounting to approximately Rs 1.5 lakh crore, showcasing its substantial economic impact.
Addressing Delays and Strengthening Outreach
During the review, concerns were raised regarding implementation delays observed in certain districts. In response, clear directions were issued to all Joint and Deputy Commissioners (Industries). They have been instructed to:
- Conduct immediate field visits to affected areas.
- Perform detailed reviews of ongoing processes.
- Expedite all pending loan application cases without further delay.
A significant focus was placed on enhancing outreach efforts through the dedicated CM Yuva mobile application. Officials have been set an ambitious target of connecting with at least 50,000 potential beneficiaries via the app. Furthermore, they were instructed to prepare daily action plans and ensure the timely and systematic completion of all assigned targets.
Transparency, Training, and Accountability Emphasized
The meeting included a comprehensive presentation by the state nodal officer, detailing a district-wise and bank-wise assessment of the scheme's progress. Raj Kamal Yadav, Managing Director of UPSIC, provided updates on the RAMP scheme and recent modifications introduced in the official portal.
Additional Chief Secretary Alok Kumar underscored that the CM Yuva initiative ranks among the Chief Minister's top priorities. He called for complete transparency in the selection of beneficiaries, the provision of high-quality training programs, and the active promotion of innovative entrepreneurial projects. Kumar issued a stern warning that any form of negligence in the scheme's execution would not be tolerated.
Pushing for Full Coverage and Inclusive Growth
Advisor Awanish Awasthi acknowledged the significant progress made so far, with the scheme having achieved 72% of its targets. He urged officials to intensify their efforts to reach full 100% coverage by the stipulated deadline. Awasthi also highlighted several key areas for improvement:
- The need to actively include more women beneficiaries in the scheme.
- The importance of conducting thorough impact assessments to measure the program's effectiveness.
- The necessity of organizing minister-level review meetings in districts demonstrating weak or lagging performance.
The directives from the Uttar Pradesh government reflect a strong commitment to bolstering youth entrepreneurship, fostering job creation, and ensuring the CM Yuva scheme delivers its promised benefits across all districts by mid-March.
