In a significant push to bridge the urban-rural education divide, the Uttar Pradesh government has rolled out a major initiative aimed at empowering youth in the state's villages. The ambitious plan focuses on establishing modern digital libraries across thousands of gram panchayats, providing students with direct access to high-quality preparation materials for competitive examinations.
Massive First Phase: Connecting 11,350 Villages
The project has been launched in a phased manner, with a formidable first step. Digital libraries are being set up in 11,350 gram panchayats initially. This move is designed to end the dependency of village students on coaching centers and resources located in distant cities. By bringing the resources to their doorstep, the government aims to level the playing field and offer equal opportunities for success.
Investment and Infrastructure Per Library
The state is making a substantial investment to ensure these centers are properly equipped. The government will spend Rs 4 lakh on each digital library. This budget has been strategically allocated: Rs 2 lakh is dedicated to books, Rs 1.30 lakh for IT equipment, and Rs 70,000 for modern furniture. This comprehensive funding ensures the libraries are not just digital in name but are fully functional, comfortable learning hubs.
A Wealth of Digital Resources for Students
Each library will serve as a treasure trove of educational content, transforming how students in remote areas learn. The facilities will offer a vast array of digital resources, including:
- E-books and digital textbooks
- Recorded video lectures from expert educators
- Audio content for flexible learning
- Interactive quizzes and practice tests
In total, each center will provide access to approximately 20,000 digital educational resources, covering a wide spectrum of subjects and exam syllabi.
Management and Long-Term Vision
Amit Kumar Singh, Director of Panchayati Raj, outlined the management structure and the broader vision. The day-to-day operations of each digital library will be handled by the gram pradhan and the secretary of the panchayat. To ensure accountability and smooth functioning, assistant officers will conduct regular oversight.
Singh confirmed that digital libraries will be opened in a phased manner in all gram panchayats of the state. The ultimate goal is twofold: to dramatically improve the overall level of education in rural regions and to enhance the employability of the youth by making them more capable and competitive.
