The state transport department of Maharashtra has once again extended the deadline for the mandatory installation of High-Security Registration Plates (HSRP) on vehicles registered before April 1, 2019. According to a fresh circular issued by Transport Commissioner Rajesh Narvekar, the new deadline is set for June 30.
Reasons for the Extension
The department acknowledged that only about 50 percent of eligible vehicles across the state had complied with the earlier deadline of December 31, 2025. This low compliance rate prompted the extension. The department warned that enforcement squads, known as flying squads, will initiate strict action from July 1 against vehicles found without HSRPs.
Exemptions and Penalties
Vehicle owners who book installation appointments before June 30 will be exempt from punitive action, even if the actual fitment is completed after the deadline. However, from July 1, strict enforcement will begin.
The department has already restricted several RTO-related services for non-compliant vehicles, including ownership transfer and hypothecation updates. The latest directive expands this list to include re-registration, alteration approvals, and permit renewals. Fitness certificate renewals have been exempted for the time being.
Compliance in Nagpur Region
The Nagpur region has shown relatively strong compliance, though a large number of vehicles are still pending fitment. As per official data up to May 18:
- MH49 (Nagpur East): 2,48,065 HSRP orders placed, 2,47,713 appointments scheduled, and 2,26,043 vehicles fitted.
- MH31 (Nagpur Urban): 2,34,031 orders placed, 2,33,718 appointments scheduled, and 2,10,661 vehicles fitted.
- MH40 (Nagpur Rural): 2,89,806 orders placed, and 2,60,827 vehicles fitted so far.
Awareness Campaigns and Grievance Redressal
Regional Transport Offices across Maharashtra have been directed to intensify awareness campaigns through local media and coordination with transport unions to improve compliance before the revised deadline. The department has also issued a grievance redressal contact for citizens facing difficulties during HSRP installation: dytccomp.tpt-mh@gov.in, as stated in the circular.
