Goa Government Introduces Landmark Class X Equivalence Scheme for Persons with Intellectual Disabilities
The Government of Goa has officially notified a pioneering new scheme designed to empower persons with intellectual disabilities. This initiative, titled 'Equivalence Certificate for Class 10 for persons with intellectual disabilities', provides a structured pathway for individuals aged fifteen and above to secure a Class X equivalence certificate, thereby enhancing their educational and employment prospects.
Key Objectives and Eligibility Criteria
The primary aim of the scheme is to facilitate wage employment or self-employment for persons with intellectual disabilities, promoting economic independence and social inclusion. Additionally, it is expected to enable participants to pursue further education in skill development programs.
To be eligible, applicants must meet specific criteria:
- Be aged 15 years or older with an intellectual disability, defined by an IQ of 70 or below.
- Have been a resident of Goa for a minimum period of five years.
- Complete a three-year structured training program under the scheme.
- Undergo assessment using the Comprehensive Assessment Tool (CAT) for intellectual disabilities.
Training, Assessment, and Certification Process
The core of the scheme involves an individualised vocational training programme (IVTP). Upon completion of the three-year training, candidates will undergo a comprehensive assessment covering multiple domains:
- Personal care and daily living skills.
- Communication and interpersonal abilities.
- Social-emotional maturity and cognitive skills.
- Motor skills and workplace behaviour.
Candidates must achieve a minimum score of 80% in the IVTP assessment to qualify for the equivalence certificate. This assessment includes practical evaluations conducted by both internal and external examiners appointed by the Goa Board of Secondary and Higher Secondary Education. The final marksheet and certificate will be issued by the Goa Board, ensuring official recognition.
Mandatory Internship Component
Following successful assessment, individuals will undertake a three-month internship in one of the designated vocational areas:
- Housekeeping and facility support.
- Filing and office support.
- Packing and handling operations.
- Kitchen and hospitality services.
This internship is integral to the scheme, providing hands-on industry experience and practical skills application, thereby bridging the gap between training and employment.
