Pithoragarh Road Projects Stall Amid Bitumen Price Surge
Critical road infrastructure development in Uttarakhand's Pithoragarh district has encountered significant delays as escalating bitumen costs, exacerbated by ongoing West Asia geopolitical tensions, have disrupted implementation of the Pradhan Mantri Gram Sadak Yojana (PMGSY) initiatives.
Funding Allocation Versus Implementation Challenges
Under the central government's flagship rural connectivity program, the Public Works Department had received substantial funding allocations totaling Rs 4 crore for comprehensive road asphalting and an additional Rs 1.1 crore specifically for patchwork repairs across fourteen identified road corridors within the district.
However, progress has ground to a virtual standstill on multiple fronts, most notably affecting the crucial 7-kilometer stretch of the Pithoragarh-Jhulaghat roadway. This vital artery serves as the primary transportation link for approximately fifty remote villages, whose residents now face prolonged infrastructure deficiencies.
Supply Chain Disruptions and Cost Escalation
PMGSY Executive Engineer Vivek Pratap Singh provided detailed insight into the logistical challenges, explaining that bitumen supplies for Pithoragarh originate from a refinery based in Mathura. "Prior to the escalation of West Asia conflicts, the standard price for a single drum of bitumen hovered around Rs 10,000," Singh noted. "Current market conditions have driven prices upward by 25-30%, creating substantial budgetary overruns."
The financial strain has altered traditional payment arrangements, with contractors now demanding daily settlements for material deliveries rather than accepting deferred payment schedules. This shift has introduced additional administrative complexities that further impede project timelines.
Compounding Factors: LPG Shortages and Alternative Solutions
Beyond bitumen procurement issues, an unexpected shortage of LPG cylinders has introduced secondary complications. Public Works Department Executive Engineer Dinesh Gupta elaborated on this technical hurdle: "The bitumen mixing process traditionally relies on commercial gas cylinders. Given the current scarcity, our teams have been compelled to implement alternative methodologies to maintain some degree of progress while containing expenditures."
The cumulative impact extends well beyond the Jhulaghat corridor, with officials confirming that work on five additional road segments connecting approximately seventy villages has similarly been compromised. Internal city road maintenance and patchwork operations have likewise experienced substantial delays.
Community Impact and Resident Frustration
Local residents expressed mounting frustration with the infrastructure setbacks. Surendra Kumar, a Jhulaghat resident, voiced widespread community sentiment: "We anticipated imminent hot-mixing of the Jhulaghat roadway, which promised dramatically improved travel conditions. These delays mean extended periods navigating hazardous, substandard surfaces that jeopardize safety and economic activity."
The situation highlights how global geopolitical events and supply chain disruptions can directly impact localized development initiatives, leaving rural communities disproportionately affected by external factors beyond their control.
