In a significant move to overhaul governance and administrative efficiency, Uttar Pradesh Chief Minister Yogi Adityanath has issued a directive making a week-long capacity-building programme compulsory for all state officers and employees. The order, issued on Tuesday, January 7, 2026, in Lucknow, also links the successful completion of this training to employee promotions and their Annual Confidential Reports (ACRs).
Core Directives and Review of Mission Karmayogi
The Chief Minister issued these instructions while reviewing the progress and action plan of 'Mission Karmayogi' in Uttar Pradesh. During the meeting, which assessed training infrastructure and digital platforms, CM Adityanath emphasized the need for all government departments and institutions to develop need-based courses. These courses must be uploaded to the central government's e-learning platform, the iGOT (Integrated Government Online Training) portal.
He stressed that considering contemporary requirements, capacity-building courses must be developed for all state training centres, including the Uttar Pradesh Academy of Administration and Management (UPAM). This aims to enhance the work efficiency of new trainees directly at the training institutes. Artificial Intelligence (AI) and cybersecurity have been mandated as essential components in the curriculum for all departments.
Focus on Practical Training and Grassroots Impact
Adityanath instructed officials to ensure the quality, regular evaluation, and practical utility of all training under Mission Karmayogi. The goal is for the benefits to reach every governance unit and continuously improve public service delivery standards.
A key focus area is field-level personnel. The CM ordered that practical, task-based training be prioritized for ANMs, ASHA workers, police constables, and staff of panchayati raj and urban local bodies. This initiative aims to strengthen service effectiveness and sensitivity at the grassroots level. Furthermore, specialized capacity-building courses will be developed for engineers across departments to equip them with knowledge of new designs and modern technologies.
Scale of Mission Karmayogi and iGOT's Success
The national Mission Karmayogi aims to connect over 3 million central civil servants, nearly 2.2 crore state staff, and about 50 lakh local body personnel with capacity-building initiatives. It is strengthening over 790 government training institutions nationwide.
The iGOT platform is central to this mission. During the review, it was revealed that the platform has registered over 14.5 million users and offers 4,179 training courses, including more than 840 in Hindi and 540 in 15 other regional languages. An impressive 67 million courses have been completed with a 70% completion rate. The iGOT app has seen over 5 million downloads.
Uttar Pradesh's adoption is notably high, with more than 1.88 million state personnel onboarded, constituting a staggering 93% of the total national onboarding in 2025. The detailed action plan for the state was presented to the CM by Capacity Building Commission Chairperson S. Radha Chauhan.
