Varanasi Municipal Corporation Announces Major Reforms: License Fee Exemption & Bylaw Simplification

In a significant move aimed at easing the burden on small traders and common citizens, the Varanasi Municipal Corporation (VMC) has announced a series of progressive decisions during its recent executive meeting. Chaired by Mayor Ashok Kumar Tiwari, the meeting focused on streamlining municipal processes and enhancing urban infrastructure.

Complete Exemption for Non-Motorized Transport

The VMC has granted a complete exemption from license fees for cycle-rickshaws, rickshaw trolleys, carts, and hand carts. This decision is expected to provide substantial financial relief to thousands of rickshaw pullers and small-scale transporters operating in the city.

Simplification of Bylaws and Online Licensing

Recognizing the complexities faced by businesses, the corporation has resolved to simplify all existing bylaws and transition the license application process to an online platform. This overhaul will cover a wide range of establishments, including:

  • Paying guest accommodations, guest houses, home stays, and dormitories
  • Private nursing homes, hospitals, maternity homes, pathology centers, and dental clinics
  • Ultrasound facilities, private buses, and school buses
  • Insurance companies, domestic/foreign liquor outlets, model shops, hotel bars, and hotel lodges

The objective is to make compliance more accessible and reduce bureaucratic hurdles for entrepreneurs and service providers.

Enhancement of Basic Facilities in Slum Areas

Responding to a proposal by Councillor Sushila Devi, the executive committee has directed officials to conduct a comprehensive survey of sewers, street lights, and other essential amenities in slum areas. A detailed proposal is to be prepared within one month, with implementation prioritized in the upcoming financial year.

Addressing Water Tax Surcharge Issues

Deputy Chairman Narsingh Das highlighted concerns regarding revised water tax bills not being issued despite the VMC House's decision to waive surcharges. Mayor Tiwari has instructed officials to issue revised bills within four days and widely publicize the surcharge waiver to ensure all building owners can benefit. Taxpayers depositing their dues by March 31 will not be charged any surcharge, even a single rupee.

Cultural Initiatives and Infrastructure Upgrades

On the cultural front, Municipal Commissioner Himanshu Nagpal confirmed that the process of naming lanes and neighborhoods after Padma awardees and developing a room in their residences as museums is underway, with a target completion date of March 31.

Regarding infrastructure, Chief Engineer R.K. Singh stated that road repair works are targeted for completion by March, while Councillor Praveen Rai's proposals for drain cleaning before the monsoon and free Wi-Fi at major ghats are being acted upon. Mayor Tiwari announced that free Wi-Fi services will be launched at Assi and Dashashwamedh ghats by the end of this month as part of the initial phase.
