In a significant push for transparency and efficiency, the Uttar Pradesh government has announced a major technological upgrade for its land revenue system. The state plans to introduce GPS-enabled rover devices for the precise measurement and consolidation of land, aiming to eliminate corruption and delays at the level of lekhpals and kanoongos.
CM Yogi's Directives for a Transparent System
The decision was announced by Chief Minister Yogi Adityanath during a high-level review meeting with the revenue department on Friday. He instructed officials to prepare a comprehensive framework that covers not just the procurement of these advanced rovers but also the extensive training required for personnel to operate them effectively on the ground.
To bridge the skill gap, the CM suggested leveraging the expertise of engineering colleges, polytechnics, and Industrial Training Institutes (ITIs) across the state. These institutions will play a key role in training revenue staff, ensuring they are well-equipped to handle the new technology.
Digitisation and Time-Bound Justice for Citizens
Emphasising a citizen-centric approach, CM Adityanath stressed that all revenue matters must be decided strictly on merit. He directed the department to ensure the disposal of all cases within stipulated timelines. A major focus was on automating processes to reduce human interface and potential manipulation.
"A system should be developed under which work related to mutation and inheritance cases can be carried out in auto mode. This will be extremely important for providing easy and time-bound justice to citizens," the Chief Minister stated. He further called for the earliest completion of digitisation of all land records and the simplification of monitoring mechanisms for public benefit.
Simplifying Processes and Resolving Pending Issues
The meeting also covered several other reforms to make the revenue department more responsive. The CM directed that the process for change of land use under Section 80 be made simple and transparent. To address public grievances promptly, he proposed setting up a call centre-like system at the Revenue Council level.
Officials were instructed to resolve all pending cases related to farmer registry, land measurement, and khasra verification within the given deadlines. Services like the issuance of income, caste, and residence certificates are also to be made more effective and transparent.
In a separate directive, the CM asked revenue officials to ensure the construction of boundary walls to protect statues and memorials of Dr. B.R. Ambedkar installed in gram panchayats is completed swiftly. He also emphasized smooth arrangements at night shelters and the lighting of bonfires at public places during the winter season.
This multi-pronged initiative, spearheaded by the introduction of GPS technology, marks a decisive step by the Uttar Pradesh government to modernize its land administration, reduce corruption, and deliver faster, more reliable services to its citizens.
