In a major move to ensure a smooth and accurate national headcount, the Uttar Pradesh government has announced a freeze on all administrative boundaries in the state for a crucial period leading up to the 2027 Census. The decision, taken as per directives from the Union Ministry of Home Affairs, aims to create a stable framework for the massive demographic exercise.
Administrative Freeze to Ensure Census Accuracy
Chief Secretary SP Goyal, while chairing a meeting of the state-level census coordination committee in Lucknow on Monday, declared that the geographical jurisdiction of all administrative units will remain frozen as per their position on December 31, 2025. Crucially, no changes will be made to any administrative unit from January 1, 2026, to March 31, 2027. This freeze is a standard procedure mandated by the central government to prevent any jurisdictional alterations that could complicate data collection and comparison.
Goyal directed all concerned departments to expedite their preparatory work for the upcoming census. The state has designated the General Administration Department as the nodal agency for this monumental task. This department will coordinate with other key wings of the government, including:

Digital-First Approach and Phased Rollout
The 2027 Census in Uttar Pradesh will be a largely digital operation, marking a significant shift towards technological integration in data gathering. The state plans to deploy a massive workforce of approximately six lakh (600,000) personnel for the field exercise. All aspects of the process—including data collection, entry, verification, and monitoring—are slated to be conducted digitally to enhance efficiency and reduce errors.
The fieldwork will be conducted in two phases. The committee decided that the first phase, comprising the house listing and housing census, will be carried out across Uttar Pradesh during May and June of 2026. This phase involves creating a comprehensive list of all residential structures, which forms the foundational database for the actual population enumeration that follows.
