Uttar Pradesh Ramps Up Preparations for Census 2027

Uttar Pradesh is making significant strides in preparation for the upcoming Census 2027. The state government has announced plans to train a massive workforce of approximately 5.5 lakh enumerators and enumerator supervisors. This training initiative aims to ensure a smooth and accurate data collection process for the first census in sixteen years.

Structured Training Cascade for Census Officials

The training program follows a well-organized cascade model. Eight officers from Uttar Pradesh recently completed their training as national trainers in Delhi. These national trainers will now train nearly 300 master trainers. Subsequently, these master trainers will instruct around 7,000 field trainers. Finally, the field trainers will be responsible for training the vast army of 5.5 lakh enumerator supervisors and enumerators who will conduct the actual census on the ground.

Each enumerator supervisor will oversee six enumerators during the fieldwork. This structured approach ensures that every official receives proper guidance and support throughout the data collection process.

Two-Phase Census Schedule for Uttar Pradesh

The Census 2027 will be conducted in two distinct phases across the country. The first phase, the House-listing and Housing Census, is scheduled for 2026. The Ministry of Home Affairs has notified that house-listing operations will take place between April 1 and September 30, 2026, in all states and union territories.

Uttar Pradesh has chosen a specific thirty-day window within this period. The state will conduct its house-listing exercise from May 22 to June 20, 2026. This phase involves a comprehensive door-to-door survey of every structure. Enumerators will collect detailed data on housing conditions and household amenities.

They will record information such as the use of the building, construction materials, number of rooms, ownership status, and access to essential services like water, electricity, and toilets. Details about cooking fuel and ownership of assets including phones, vehicles, and televisions will also be gathered.

Population Enumeration in Early 2027

The second phase, Population Enumeration, is set for early 2027. This crucial stage will capture individual-level data for every resident. The information collected will include age, education, occupation, religion, caste, migration status, and disability. The population enumeration in Uttar Pradesh is planned to be completed between February 9 and February 28, 2027.

Successful Pre-Test and Administrative Freeze

Authorities recently conducted a pre-test of the House-listing and Housing Census in selected areas. The test took place in Anoopshahar tehsil of Bulandshahr district, Mihinpurwa tehsil of Bahraich district, and a few wards of the Prayagraj Municipal Corporation. Officials described this exercise as a full-dress rehearsal. Enumerators successfully visited houses in the assigned areas and entered housing details into a mobile app on their smartphones.

In preparation for the house-listing exercise, the state government has implemented an administrative freeze. All administrative units in Uttar Pradesh, including districts, sub-divisions, tehsils, municipalities, villages, and local bodies, will remain frozen as of December 31, 2025. No jurisdictional changes will be made to any administrative unit from January 1, 2026, to March 31, 2027. This measure ensures stability and consistency during the census period.

State-Level Coordination and New Features

The State-Level Census Coordination Committee (SLCCC) recently held a meeting chaired by Uttar Pradesh Chief Secretary S P Goyal. Discussions focused on the census exercise and the deployment of officers for fieldwork. During the meeting, Director of Census Operations Sheetal Verma presented details of the census process. She highlighted that, for the first time, citizens will have the facility of self-enumeration, allowing them to provide their data directly.

The state's General Administration department has been designated as the nodal department. It will coordinate with various other departments to ensure seamless execution of the census operations across Uttar Pradesh.
