Prayagraj Municipal Corporation Completes Major Administrative Reorganization
The Prayagraj Municipal Corporation (PMC) has successfully concluded a significant administrative restructuring initiative, reducing the number of municipal zones from eight to just four. This comprehensive overhaul represents a major shift in the city's governance framework, aimed at enhancing operational efficiency and administrative clarity.
Zone Consolidation Details
Under the newly implemented structure, only four zones will remain functional within Prayagraj:
- Khuldabad Zone
- Allapur Zone
- Katra Zone
- Naini Zone (which remains unchanged)
The reorganization involved merging four previously existing zones into the remaining administrative units:
- The Mutthiganj zone has been divided between Khuldabad and Allapur zones
- Transport Nagar zone wards have been incorporated into the Khuldabad zone
- Phaphamau zone wards have been merged into the Katra zone
- Jhunsi zone wards have been integrated into the Allapur zone
Background and Implementation Process
This administrative restructuring follows a government order issued on October 16, 2025, by Uttar Pradesh Principal Secretary P Guruprasad. The directive classified municipal corporations across the state based on population parameters to ensure balanced urban development.
Urban local bodies have been categorized into three distinct classes, with cities boasting populations exceeding 20 lakh residents placed in the first category. This elite group includes Lucknow, Kanpur Nagar, Varanasi, Prayagraj, Ghaziabad, and Agra.
Structural Changes and Population Criteria
The previous system featured eight zones within Prayagraj, each comprising 12 to 15 wards without any standardized population criteria. The new framework introduces significant changes:
- Each zone will now cover a population of up to 5 lakh residents
- Zones will include between 25 to 31 wards
- This standardization aims to create more balanced administrative units

PMC Chief Engineer Dinesh Chandra Sachan confirmed that the corporation has prepared a detailed report on the four-zone reorganization after thorough mapping of the city. "The report has been prepared after placing it on the city map and will soon be sent to the Municipal Corporation House for approval," Sachan stated. He further explained that wards from the abolished zones have been appropriately adjusted within the new structure.
Mayor Ganesh Kesarwani announced that the necessary documents would be forwarded to the state government for final approval within the next two to three days.
Municipal Commissioner Sai Teja emphasized the benefits of the population-based reorganization, noting that "reorganisation based on population would ensure balanced development of wards and greater convenience for city residents."
The corporation awaits state government approval before implementing operations according to the new zonal structure, marking a transformative phase in Prayagraj's urban governance and administrative efficiency.
