In a significant push to accelerate development in Jammu & Kashmir, Prime Minister Narendra Modi is personally overseeing 15 high-priority projects with a combined value of Rs 1.12 lakh crore. This direct monitoring is being conducted through the central government's PRAGATI platform, as revealed by J&K Chief Secretary Atal Dulloo on Monday, January 6, 2026.
Tech-Driven Governance for Swift Resolution
Chief Secretary Atal Dulloo emphasized that the Prime Minister's direct involvement is proving to be a game-changer. The proactive review mechanism is enabling the swift resolution of long-standing hurdles that typically delay large infrastructure initiatives. Key challenges being addressed include complex land acquisition processes, financial constraints, physical bottlenecks, and ensuring timely and fair compensation for affected families.
Dulloo highlighted that the PRAGATI (Pro-Active Governance and Timely Implementation) platform has emerged as a powerful instrument for cutting through bureaucratic red tape. This tech-driven governance model has successfully unlocked several projects that had remained stalled for decades, primarily due to inter-departmental coordination issues and procedural delays.
Scale of Investment and Sectoral Spread
The 15 projects under the Prime Minister's direct scrutiny are part of a larger portfolio of 61 initiatives currently being monitored by the Prime Minister’s Group (PMG), headed by the Cabinet Secretary. The cumulative investment across all these projects exceeds a staggering Rs 4.12 lakh crore.
These investments span several critical sectors vital for the region's growth:
- Connectivity: Including roads, railways, and bridges.
- Energy: Power generation and distribution projects.
- Social Infrastructure: Projects aimed at improving public services and facilities.
Dulloo provided a detailed progress report, stating that 15 projects with an outlay of Rs 69,000 crore have already been completed. Meanwhile, the remaining 46 projects, valued at Rs 3.43 lakh crore, are at various advanced stages of implementation.
J&K Emerges as a Top Performer
The focused intervention is yielding impressive results on the ground. The Chief Secretary noted that out of 59 specific issues pertaining to Jammu & Kashmir that were taken up in earlier PRAGATI review meetings, a remarkable 57 have been resolved on merit. This high resolution rate has positioned the Union Territory among the top performers in the country for project implementation and issue redressal.
This success is further bolstered by a robust system of district-level follow-up by the local administration, ensuring that decisions taken at the highest level are executed efficiently on the ground. The combined approach of top-level monitoring and local accountability is creating a new template for accelerated development in the region.
