In a major push to accelerate development works and cut through bureaucratic delays, the Haryana government on Monday announced the formation of a high-level monitoring committee. This committee is tasked with closely supervising the progress of various development projects throughout the state.
Committee to Conduct Fortnightly Reviews
The newly constituted panel will hold review meetings every two weeks to keep a tight check on project timelines. Furthermore, comprehensive assessments will be conducted at the level of the Chief Minister, ideally once every two months. This dual-layer oversight mechanism underscores the state administration's focus on strengthening efficiency and accountability in the execution of public infrastructure projects.
Who Constitutes the Monitoring Panel?
As per an official order issued by Chief Secretary Anurag Rastogi, the committee comprises key officials from the Chief Minister's office. The members include Additional Principal Secretary to the CM Saket Kumar, Officer on Special Duty to the CM Narender Pal Malik, and Senior Consultant to the CM Karan Ahlawati. For technical support, especially concerning the HEWP portal, Chief Engineer (Public Health) and in-charge Rajeev Batish will assist the committee during its review process.
Wide-Ranging Mandate to Tackle Delays
The committee has been given a broad and critical mandate covering all stages of project execution. Its key responsibilities include:
- Monitoring timelines from the grant of administrative approval to the actual award of work.
- Examining causes for delays in obtaining necessary architectural approvals.
- Assessing the time lag between project award and commencement, including permissions from other departments.
- Reviewing the timely completion of projects and identifying reasons behind any delays and cost escalations.
- Evaluating revised timelines after fresh administrative approvals and ensuring projects finish within prescribed or updated schedules.
- Overseeing the maintenance of assets created under these projects.
Sustained Oversight with Monthly Reporting
To ensure continuous tracking and enable prompt corrective measures, the committee will submit monthly progress reports to the Principal Secretary to the Chief Minister. This structured reporting is designed to maintain sustained oversight at the highest administrative levels, aiming to eliminate execution hurdles and deliver public infrastructure projects on time.
