Government Launches Nationwide Social Media Drive Against 'Sarpanch Pati' Practice

In a significant move to strengthen grassroots democracy, the Ministry of Panchayati Raj (MoPR) launched a targeted social media campaign on Sunday. Titled 'Say No To Proxy Sarpanch', this initiative directly confronts the entrenched practice of 'Sarpanch Pati' or 'Pradhan Pati', where male relatives exercise authority in place of elected women sarpanches.

Campaign Aims to Amplify Voices and Spark National Discourse

The campaign, strategically launched to coincide with International Women's Day, will run until March 18. It is a collaborative effort involving all stakeholders from state panchayati raj departments and functionaries at the panchayat level. The primary objective is to raise nationwide awareness about the issue of proxy representation, where elected women leaders are systematically sidelined.

"This social media campaign aims to raise nationwide awareness against the practice of proxy representation where elected women Sarpanches are sidelined while male relatives, commonly referred to as 'Sarpanch Pati' or 'Pradhan Pati', exercise authority in their name," the ministry stated in its announcement.

Focus on Democratic Mandate and Behavioral Change

Through this digital movement, the ministry seeks to:

  • Identify and publicly criticise instances of proxy governance.
  • Encourage local communities to actively uphold the democratic authority of their elected women representatives.
  • Celebrate and showcase authentic grassroots leadership by women sarpanches.
  • Engage citizens in a nationwide dialogue to foster a behavioral shift towards respecting the electoral mandate for women in local governance.

By amplifying voices directly from the villages, the campaign intends not only to spark debate but also to drive tangible change in societal attitudes.

Backed by Advisory Committee Recommendations

This campaign follows concrete recommendations from an advisory committee established by the MoPR. The committee was formed in September 2023, following a Supreme Court order in July on the same issue.

In its report titled "Transforming Women’s Representation and Roles in Panchayati Raj Systems and Institutions: Eliminating Efforts for Proxy Participation", submitted to the ministry secretary, the committee proposed a detailed roadmap. Key suggestions include:

  1. Enforcing "exemplary penalties" for proven cases of proxy leadership.
  2. Establishing a robust reporting mechanism through dedicated helplines and women's watchdog committees for confidential complaints.
  3. Offering whistleblower rewards in verified cases to incentivise reporting.
  4. Implementing interventions focused on behavioral change, capacity-building, and mentorship for women representatives.
  5. Creating a comprehensive monitoring framework from the grassroots to the top administrative levels.

The committee's findings were based on extensive research, consultations with state governments, and insights gathered from four intensive regional workshops involving 14 states.

The 'Say No To Proxy Sarpanch' campaign represents a critical step in translating these recommendations into public action, leveraging the power of social media to challenge deep-seated norms and empower women in India's panchayati raj institutions.
