The Delhi government has issued a strict directive to all its land-owning departments, compelling them to urgently submit comprehensive details of land parcels and immovable properties under their control. This move aims to fortify the management of state assets and effectively prevent encroachments by creating a reliable, centralised digital inventory.
Building a Unified Digital Inventory
Officials stated that the collected information will be used to populate and regularly update the Delhi Asset Management Information System (DAMIS). This online platform is designed for mapping and managing all government-owned immovable assets across the national capital. The initiative addresses a long-standing issue where land records are scattered across various departments in inconsistent formats, leading to duplication, administrative confusion, and delays.
A senior official explained that the primary goal is to build a digitised and reliable inventory of government land and assets. This database is expected to be a cornerstone for informed policy planning, efficient utilisation of resources, and systematic monitoring. The platform was developed by Geospatial Delhi Limited, which operates under the Department of Information Technology.
Addressing Non-Compliance and Setting Deadlines
This urgent call for data comes after several departments failed to furnish the required information despite earlier directions issued by the Delhi State Industrial and Infrastructure Development Corporation (DSIIDC). In response, the government has now instructed all divisional heads to nominate nodal officers specifically for this task.
These officers are responsible for ensuring the complete and accurate submission of data in a prescribed format within a stipulated timeframe. The importance of this exercise was reiterated during a recent senior officers' meeting chaired by the Chief Secretary, where the need for timely and precise data entry was strongly emphasised.
Training and Future Benefits of DAMIS
To facilitate a smooth transition to the new system, departments received hands-on training during a demonstration session held on November 10. User credentials for accessing the DAMIS portal have already been issued to the concerned officials.
Once fully operational, DAMIS is projected to become the single source of truth for all government property information in Delhi. This centralisation is anticipated to significantly improve transparency in asset management, help curb unauthorised occupation and encroachments, and enable more coordinated urban planning and development across departments. The system allows departments to enter, update, and manage critical property details, including geographical location, land extent, ownership status, and current usage.
