Chandigarh Chief Secretary Conducts Surprise Inspection of Animal Care Facilities
Chandigarh's Chief Secretary H Rajesh Prasad made an unannounced visit to key animal care centers on Thursday. He personally inspected the gaushalas located at Raipur Kalan and the Industrial Area. The inspection also covered the incinerator and the Animal Birth Control Centre at Raipur Kalan.
Detailed Assessment and Immediate Instructions
Officials confirmed that Prasad conducted a thorough assessment of all facilities. He interacted directly with staff members on the ground. The Chief Secretary issued strict instructions to strengthen monitoring systems. He demanded greater transparency in daily operations.
Prasad revealed a technical issue with the incinerator at Raipur Kalan. The equipment had remained non-functional for several days due to a fault. Repair work is currently underway. Officials expect the incinerator to become operational again very soon.
Focus on Cattle Welfare and Management
The Chief Secretary provided current statistics about Chandigarh's gaushalas. Approximately one thousand cattle currently reside in these shelters. Essential arrangements for feeding, drinking water, and shelter are already in place. Prasad emphasized that these basic needs must be maintained consistently.
He introduced new measures for better management and accountability. Each gaushala must now display complete details of all manpower. This includes veterinary doctors and support staff. Their daily duty rosters must be posted prominently for public viewing.
Transparency in Fodder Management
Prasad ordered the installation of separate information boards at every facility. These boards must show the daily availability of green and dry fodder. They must also display the actual consumption figures. This system will enable transparent monitoring of resource use.
Enhanced Surveillance and Infrastructure
The Chief Secretary stressed the importance of CCTV surveillance. He demanded strict adherence to monitoring protocols. Regular review of surveillance footage is now mandatory. This ensures round-the-clock monitoring of all activities within the gaushalas.
Prasad issued clear directions about maintaining cleanliness. All gaushalas must be kept in hygienic condition at all times. He specifically addressed infrastructure concerns. Uneven areas inside the premises must be leveled properly. Appropriate slopes must be created to ensure proper drainage.

Meanwhile, municipal councillors from opposition parties conducted their own visits on Thursday. They inspected gaushalas and cattle pounds in the Industrial Area and Maloya. Accompanied by officials, the councillors asked for corrective measures. They identified several anomalies in current operations. The opposition representatives demanded improvements to address these issues effectively.
