This development arrives nearly two years after the BMC initially appointed a contractor for the construction phase back in 2023. The delay in appointing the PMC was strategic, as confirmed by a BMC official, who stated that project clearances were still pending at the time.
The PMC's comprehensive mandate encompasses procurement, supply, construction supervision, commissioning, testing, and performance evaluation across multiple domains including civil, mechanical, electrical, control, and allied works.
Route Alignment and Environmental Considerations
The proposed alignment for this elevated road presents significant engineering challenges as it traverses diverse ecological zones. The route will commence near the Kandarpada Metro station on Link Road in Dahisar West and conclude at Uttan Road near Subhash Chandra Bose Ground in Bhayander West.
This path will cross through environmentally sensitive areas including mangrove forests, creek regions, salt-pan lands, and other natural stretches. The PMC will be responsible for ensuring minimal environmental impact while maintaining construction quality and safety standards.
PMC Responsibilities and Quality Assurance
During the construction phase, the Project Management Consultancy will bear critical responsibilities for maintaining project standards and timelines. The consultant must review all contractor-submitted drawings within 15 days, extending to 30 days for major bridges or complex structures.
Additional PMC obligations include assessing geotechnical and hydrological reports, analyzing material characteristics, evaluating topographical surveys, and reviewing safety recommendations. The quality assurance process requires the PMC to examine the contractor's Quality Assurance Plan within 21 days to ensure alignment with BMC standards and evaluate proposed work methodologies within 10 days.
The consultant holds authority to instruct the contractor to perform additional work necessary for project safety, particularly in cases of accidents or unforeseen circumstances. The PMC is expected to optimize project scheduling, prevent delays, minimize disputes, and guarantee quality construction throughout the 42-month timeline.
