The Bengaluru transport department has issued a firm warning to all Learner's Licence (LLR) applicants: any candidate found receiving external assistance during the mandatory online test will face immediate application rejection. This crackdown aims to ensure the integrity and fairness of the licensing process in India's technology capital.

Zero Tolerance for External Assistance During Online Examinations

According to official statements from the Regional Transport Office (RTO), applicants must complete the LLR online test entirely on their own, without any form of external help or interference. "No one should interfere, assist the candidate, or stand next to them during the test," emphasized J P Krishnananda, Regional Transport Officer of Bengaluru East (Kasturinagar). "These actions are treated as serious violations that may lead to rejection of the application."

The department clarified that after submitting their LLR application through the official Parivahan portal, candidates can schedule the online test at their convenience. However, the examination environment must remain completely independent, with no third-party involvement whatsoever during the testing period.

Understanding the Parivahan Portal Structure

Officer Krishnananda provided detailed insights into the digital infrastructure supporting these services. "Most services provided by RTOs are now available online, including applications for Learner's Licences," he stated. The Parivahan portal operates through two distinct sections:

  • Sarathi: Dedicated exclusively to driving licence services including LLR applications, tests, and licence processing
  • Vahan: Handles all vehicle-related services such as registration, documentation, and related formalities

This digital transformation represents a significant modernization of India's transport administration, making services more accessible while maintaining rigorous standards for qualification.
