Andhra Pradesh Government Suspends Municipal Commissioner Over Gastroenteritis Outbreak
The Andhra Pradesh government has taken decisive action by suspending Srikakulam municipal commissioner H Kurma Rao on Wednesday. This move comes in response to allegations of gross negligence, disobedience of instructions, and a failure to prevent a severe gastroenteritis outbreak that impacted nearly 100 individuals and resulted in one fatality in Srikakulam town.
Outbreak Linked to Suspected Water Contamination
The outbreak is suspected to have been primarily triggered by water contamination, likely caused by drainage infiltrating the local water supply. This contamination has affected several key areas within the town, including Kaki Veedhi, Dammala Veedhi, Gudi Veedhi, Rangireeju Vedhi, and Manguvari Thota. In response to the crisis, municipal water supply to these neighborhoods has been temporarily halted, with authorities arranging for potable water to be distributed via tankers to ensure residents have access to safe drinking water.
Government Order Highlights Repeated Failures
In an official order issued on Wednesday, S Suresh Kumar, the principal secretary of the municipal administration and urban development department, detailed the lapses. The order stated that municipal corporations had previously received multiple directives concerning the proper maintenance of water supply systems, timely pipeline repairs, regular monitoring of chlorine levels, and periodic water quality testing.
Furthermore, the Commissionerate of Municipal Administration (C&DMA) reported that during various teleconferences, videoconferences, and physical meetings, municipal commissioners of urban local bodies were consistently instructed to ensure a leak-free and uncontaminated water supply. They were also directed to maintain sufficient spare parts and adequate stocks of essential materials such as chlorine, bleaching powder, alum, and other necessary supplies. Daily monitoring of water supply and quality was mandated as part of these protocols.
"Despite several instructions issued from time to time, the incident took place within Srikakulam municipal corporation limits, demonstrating gross negligence, lack of devotion to duty, and disobedience of instructions by Kurma Rao," the order explicitly stated, underscoring the severity of the commissioner's failures.
Immediate Administrative Changes
Following the suspension, V Ravindra, the regional director of municipal administration in Visakhapatnam, has been appointed to take full additional charge of the Srikakulam municipal commissioner post with immediate effect. This swift administrative reshuffle aims to restore oversight and ensure that water safety measures are rigorously enforced to prevent future incidents.
The suspension highlights the government's commitment to accountability in public health matters, particularly in urban areas where infrastructure maintenance is critical. The incident serves as a stark reminder of the importance of adhering to established protocols to safeguard community health and prevent such outbreaks from occurring.
