The draft electoral roll for Uttar Pradesh, a critical document for the state's 15.44 crore registered voters, has been made public. State Chief Electoral Officer (CEO) Navdeep Rinwa announced the release, confirming the draft list was published by 12 noon today. Voters can now access and download the draft from the Election Commission of India's official portal.
Key Dates for Claims and Corrections
The process for public verification and correction begins on January 6, 2026. From this date until February 6, citizens have a crucial window to file claims and objections regarding their voter details. This period allows voters to request corrections, additions, or deletions to ensure their entries in the electoral roll are accurate.
Following the public submission phase, the Election Commission will undertake a detailed review process from January 6 to February 27. During this time, officials will issue notices, scrutinise Special Intensive Revision (SIR) forms, and resolve all submitted claims and objections. This stage is vital for verifying voter information and addressing any discrepancies to maintain transparency in the electoral records.
The entire exercise will culminate with the release of the final updated electoral roll for Uttar Pradesh on March 6, 2026. The revised timeline is designed to provide sufficient time for both public participation and thorough administrative review.
Important Guidelines for Voters
CEO Navdeep Rinwa has made it clear that no extension will be granted for the release date of the draft roll, emphasizing the strict adherence to the schedule.
Individuals who did not fill out or submit the enumeration form to their Booth Level Officer (BLO) by the December 26, 2025 deadline must now register as new voters. Their existing EPIC (Electoral Photo Identity Card) has been rendered invalid. They can submit Form 6, the application for inclusion of name, either online or offline.
Applicants who submitted Form 6 after October 27, 2025, will not find their names in the January 6 draft roll. If their application is verified successfully, their names will appear in the final roll published on March 6.
Data from Special Intensive Revision (SIR)
The draft roll follows the extensive Special Intensive Revision (SIR) exercise. BLOs began distributing SIR forms on November 4, with the enumeration deadline eventually concluding on Monday after an extension from the original December 4 date.
Data from the SIR, as of December 27, 2025, reveals significant findings:
- 2.89 crore voters (18.7% of the state's total) are in the 'uncollectable' category. This group includes deceased persons, voters who have shifted, individuals already enrolled elsewhere, absentees, untraceable persons, and those who refused to sign or return forms.
- Within this, about 1.25 crore voters have permanently shifted and informed BLOs of their relocation.
- Nearly 45 lakh voters were reported as deceased.
- Around 23 lakh voters were found to be enrolled at two locations and self-declared this duplication during the SIR.
- Approximately 9.4 lakh forms were not returned, and another 84.5 lakh voters were marked absent.
Furthermore, between January 6 and February 6, notices will be issued to voters who were not mapped under the 2003 SIR but were part of the voter list as of October 27. The EC urges all voters in Uttar Pradesh to proactively check their details on the draft roll and participate in the claims and objections process to ensure a clean and accurate final electoral list.
