Kerala Local Body Polls: Preparations Complete for Dec 9, 11

The stage is fully set for the smooth conduct of the crucial local body elections in Kerala, scheduled to be held in two phases on December 9 and 11. District collectors, who are also serving as district election officers, have informed the State Election Commission that all necessary preparations are complete.

Key Decisions from Review Meeting

This assurance was provided during a comprehensive online review meeting chaired by State Election Commissioner A Shajahan on Saturday. The collectors detailed the steps taken to prevent any law-and-order issues, especially during the final hours of the high-stakes campaign period. They also confirmed that arrangements for the hassle-free distribution of polling equipment from designated centres are in place.

The commission issued clear instructions to ensure voter comfort and accessibility. All polling stations must have proper seating arrangements, drinking water, and special provisions for handicapped and elderly voters to facilitate easy voting.

Holiday and Dry Day Declarations

In a significant directive, the commission has asked district collectors to declare a holiday on the polling day and the preceding day for institutions, including educational institutions, where polling booths are located. Collectors can exercise their discretionary powers to announce these holidays.

To maintain order and prevent any undue influence, the commission has mandated a 48-hour dry day, which will remain in effect until the final minutes of polling. Officials have been instructed to take strict action against anyone found violating the prohibitory orders concerning the sale and consumption of liquor.

Action on Controversial Campaign Notice

Separately, the commission has initiated action based on a complaint filed by CPM state secretary M V Govindan. The complaint alleged that the BJP was distributing an objectionable notice related to the Sabarimala gold theft case.

The commission found that a copy of the notice submitted by Govindan potentially violated provisions under Section 124 of the Kerala Panchayat Raj Act and Section 148 of the Kerala Municipality Act. Consequently, Commissioner Shajahan has directed all district collectors to destroy any copies of this notice found in circulation and take stringent action against those responsible for its distribution.

In parallel, the commissioner held separate meetings with election observers and expenditure observers to ensure the entire process remains transparent and adheres to the model code of conduct. With all administrative machinery now in a state of readiness, Kerala awaits a peaceful and democratic local body election.
