In a significant move to clean up the electoral database, the Greater Chennai Corporation has begun a large-scale distribution of voter registration forms. This action comes directly after a Special Intensive Revision (SIR) drive led to the removal of a substantial number of names from the draft rolls.
Massive Deletion and the Response
The civic body's revision exercise resulted in the deletion of over 14 lakh voters from the electoral list. These removals were categorized under reasons such as deceased individuals, those who have shifted residence, and voters found to be permanently absent. This sweeping cleanup meant that approximately 35% of the city's estimated 40 lakh electorate saw their names struck off the preliminary list.
In response to this large-scale deletion and to facilitate corrections, the Greater Chennai Corporation has taken proactive steps. GCC Commissioner J Kumaragurubaran stated that they have allocated a total of 7.6 lakh application forms2 lakh forms has already been distributed to the public who need to apply for inclusion or correction.
New Verification Protocols and Process Details
The Commissioner outlined a stringent verification process to prevent misuse of the system. Applicants must submit a declaration form stating they do not possess a vote elsewhere. Additionally, they are required to provide two separate proofs: one for identity and another for residence. This dual-proof system acts as an added layer of security.
The method of submission also dictates the verification process. For online applications submitted through the Election Commission of India (ECI) website, Aadhaar verification can be completed using a mobile-linked OTP. However, for physical submissions, applicants must provide self-attested copies of their Aadhaar or other valid documents.
Special attention is being given to a specific group of 2.3 lakh voters whose forms were processed earlier but whose names were absent from the 2005 SIR records. Kumaragurubaran clarified that these individuals will receive summons through Booth Level Officers (BLOs). They can present any government document, including Aadhaar, to validate their identity and claim their voting right.
Key Deadlines and How Citizens Can Participate
The corporation has established a widespread network to manage this electoral roll update. A total of 979 polling station locations spanning all 16 assembly constituencies in Chennai will remain operational until January 18. These centers will function daily from 10 am to 6 pm, excluding public holidays.
The services available at these stations include:
- Addition of new voters to the electoral roll.
- Deletion of names from the list.
- Correction of existing voter details.
One Booth Level Officer (BLO) has been appointed at each polling station. Their role is to issue the necessary forms and receive them back once filled. Eligible residents who find their names missing from the draft roll, or those who need corrections, can obtain forms directly from these BLOs and submit them on the spot.
For public convenience, the draft electoral roll is available for viewing at all ward offices and polling station centers. It is also accessible online on the Voters' Service Portal of the Election Commission of India, allowing citizens to check their status from home.
