In a strategic move to attract women voters in Assam, the Bharatiya Janata Party (BJP) and the Indian National Congress have unveiled competing cash-transfer promises in their election manifestos. The political battle intensifies as both parties aim to secure the support of this crucial demographic ahead of the polls.

BJP's Sankalp Patra: Boosting Orunodoi and Creating Lakhpati Baideos

The BJP's sankalp patra, or manifesto, for Assam includes a significant enhancement to the existing Orunodoi scheme. The party has pledged to increase the monthly direct bank transfer under this program to Rs 3,000 for women, up from the current amount. Additionally, the BJP aims to empower women economically by targeting 40 lakh "lakhpati baideos" (sisters who become millionaires), a flagship initiative designed to foster financial independence and prosperity among women in the state.

Congress Manifesto: Unconditional Transfers and Entrepreneur Support

Not to be outdone, the Congress party has made its own compelling offers in its Assam manifesto. The party promises an unconditional bank transfer of a stipulated amount to every woman's account, ensuring direct financial assistance without prerequisites. Furthermore, Congress has committed to providing Rs 50,000 for women entrepreneurs, aiming to boost small businesses and encourage female-led economic ventures across Assam.

National Context: Women's Quota and Historical Voter Turnout Trends

At the national level, the Narendra Modi government has already taken steps to implement a women's quota in legislatures, scheduled to take effect from the 2029 general elections. This move underscores the growing political focus on gender representation in India.

Recent election data reveals fascinating trends in voter participation. In Assam and Puducherry, the overall voter turnout reached all-time highs of 85.9% and 89.9%, respectively. Notably, male voter turnout also peaked in these two states. However, in Kerala, the 75.2% male voter turnout was significantly lower than the record high of 80.5% recorded during the 1987 assembly polls.

Women's Electoral Participation: A Sustained Phenomenon

The massive participation by women electors in these states and union territories is not a new development. Historical data illustrates their consistent engagement:

  • In Puducherry, women turnouts have exceeded male turnouts in 18 out of 30 Lok Sabha and assembly elections held since 1964.
  • In Kerala, women's participation has been higher in 9 out of 34 parliamentary and assembly elections conducted since 1957.
  • In Assam, female turnout first surpassed male turnout during the 2016 assembly polls. Since then, women voters have generally shown better participation than their male counterparts, with the exception of the 2019 Lok Sabha polls when female and male turnouts were exactly equal.

This translates to four out of 33 Lok Sabha and assembly elections in Assam witnessing a higher female polling percentage, highlighting the increasing electoral influence of women in the northeastern state.

The competing cash-transfer promises from BJP and Congress reflect a recognition of this trend, as parties vie to address women's economic concerns and secure their votes in the upcoming elections.
