According to the latest official statistics, Uttarakhand's 2025 electoral roll contains 84.42 lakh registered voters. Of this total, only 64.63 lakh voters have been successfully mapped so far, leaving a staggering 19.79 lakh voters unmatched in the digital verification process. This represents a considerable gap that election authorities are working diligently to address.

Election officials have been quick to clarify an important distinction: being "unmapped" does not equate to deletion from the electoral rolls. Instead, it indicates that a voter's entry has not yet been digitally verified against the 2003 voter list, which serves as the foundational record for this exercise. While these voters currently remain on the active rolls, their names could be flagged during the upcoming Special Intensive Revision (SIR) exercise if the mapping process remains incomplete.

Official Statements and Process Clarification

Chief Electoral Officer BVRC Purushottam emphasized the nature of the drive, stating, "This is not a name deletion drive. We are mapping voters using the 2003 voter list. Notices will be sent through BLOs to those who remain unmapped. Any deletion, if needed, will only happen during the SIR exercise after it is formally notified by the Election Commission of India."

The mapping initiative through the BLO outreach drive involves comprehensive house-to-house verification of voters who were registered in 2003 or who have migrated and settled permanently in the state. Voters who have already been mapped need not take any further action. However, those who remain unmapped are required to submit a prescribed form along with supporting documents that establish their connection to the 2003 electoral record.

District-Level Disparities in Verification Progress

A closer examination of district-level data reveals significant disparities in mapping progress across Uttarakhand:

  • Dehradun: 6.64 lakh unmapped voters
  • Udham Singh Nagar: 5.24 lakh unmapped voters
  • Haridwar: 3.06 lakh unmapped voters
  • Nainital: 2.14 lakh unmapped voters

Even hill districts are experiencing considerable backlogs, with Pauri reporting 66,002 unmapped voters, Almora with 47,097, and Tehri showing 45,947 unmatched entries.

Root Causes and Documentation Requirements

Officials have identified several factors contributing to the substantial number of unmapped entries. A significant portion comprises legacy records dating back to before Uttarakhand's formation as a separate state in 2000. Additionally, many voters have not updated their details in recent years, creating discrepancies between current information and the 2003 baseline records.

To complete the verification process, unmapped voters must submit one of 11 Election Commission of India (ECI)-approved documents. These acceptable proofs include:

  3. Caste certificates
  4. Property documents
  5. Forest rights certificates

Verification Timeline and Public Cooperation

The current verification activity is designated as a pre-SIR exercise and will continue until the Election Commission issues a formal SIR notification. Once this notification is issued, enumeration forms will be distributed, followed by the publication of a draft electoral roll. Physical notices will then be sent to remaining unmapped voters, with a designated window provided for filing claims and objections before the finalization of the electoral roll.

Additional Chief Electoral Officer Vijay Kumar Jogdande commented on the progress, noting, "During the pre-SIR phase, names from the current roll are being matched with the 2003 list. We request voters to cooperate with BLOs. The 2003 roll has been uploaded on ceo.uk.gov.in, where people can search using Assembly constituency, name, or even street or locality."

Currently, 12,070 Booth Level Agents (BLAs) are deployed across Uttarakhand conducting field verification. Election officials have made earnest appeals to voters, urging them to cooperate with verification teams to prevent potential complications once the formal SIR process commences. This cooperation is essential for maintaining accurate and comprehensive electoral rolls that truly reflect Uttarakhand's voting population.
