Prime Minister Narendra Modi's visit to Seychelles resulted in significant outcomes for the health sector and the deployment of UPI digital payment infrastructure, alongside the handover of a fast patrol vessel and utility vehicles. The visit also addressed infrastructure challenges Seychelles faces due to the West Asia crisis.
Health Sector and Emergency Medicine Boost
As part of ongoing cooperation in the health sector, the first tranche of six ambulances was handed over to strengthen public health care and emergency medicine services in Seychelles. Additionally, an agreement between M/s HLL Lifecare Limited and the Ministry of Health of Seychelles under the Janaushadhi Scheme will facilitate the export of affordable generic medicines and medical supplies from India to Seychelles.
UPI Digital Payment Infrastructure
A Memorandum of Understanding (MoU) between the National Payments Corporation of India (NPCI) International Payments Ltd. and the Central Bank of Seychelles will facilitate the deployment of UPI digital payment infrastructure in Seychelles, identifying avenues for broader collaboration in the payments ecosystem.
Development Assistance and Infrastructure
The development assistance to Seychelles included the gifting of one Fast Patrol Vessel to the Government of Seychelles, handover of 10 utility vehicles and 5 sets of Laser Radial class boats to the Seychelles Defence Force. Additionally, 500 MT of rice and 8,500 MT of cement were handed over. A virtual ground-breaking ceremony was held for the Professional and Technical Education Centre, and the refit of PS Zoroaster for the Seychelles Coast Guard was completed. Upgradation of a Dornier Aircraft with Glass Cockpit was also announced.
50 Years of Diplomatic Relations
Prime Minister Modi and President Patrick Herminie launched a commemorative logo marking 50 years of diplomatic relations between India and Seychelles. Seychelles also joined the Coalition for Disaster Resilient Infrastructure (CDRI).
Multiple MoUs Signed
Several MoUs were signed during the visit. An MoU between the Sushma Swaraj Institute of Foreign Service (SSIFS) and the Ministry of Foreign Affairs and the Diaspora (MoFAD) of Seychelles enables institutional cooperation through exchanges, training programmes, and capacity building. An Extradition Treaty between India and Seychelles aims to strengthen bilateral cooperation in combating transnational crime. An MoU on the Recognition of Training and Certification of Seafarers facilitates Indian seafarers' service on Seychelles-flagged vessels.
An Umbrella Line of Credit Agreement between the Government of Seychelles and Export-Import Bank of India supports projects under the Special Economic Package (SEP), announced during President Herminie's visit in February 2026. An MoU on Cooperation in the Exploration and Uses of Outer Space for Peaceful Purposes strengthens collaboration in satellite applications and space technology. Another MoU on Preliminary Preparations for the New Seychelles National Hospital establishes a framework for bilateral cooperation for the hospital's development.
An MoU between the Indian Council of Agricultural Research (ICAR) and the Agriculture Department of Seychelles for Cooperation in Agriculture Research and Education, along with a Work Plan for 2026-2031, aims to develop joint research, training, and technical study.
