This order was prompted by the Russian consulate's complaint, which highlighted two specific incidents where their vehicle was stopped by police officers.

The consulate general of the Russian Federation in Kolkata lodged a formal protest after its vehicle was reportedly stopped on two occasions last week. According to the complaint, the incidents occurred on April 14 and April 16 in south Kolkata. The consulate emphasized that the vehicle had visible diplomatic markings, yet police officers allegedly conducted the checks knowingly.
Calling it a breach of diplomatic protocol, the mission sent complaints to multiple authorities, including the Ministry of External Affairs, the state home department, and senior police officials. The consulate cited the Vienna Convention on Diplomatic Relations, which protects diplomatic vehicles from search under normal circumstances, and termed the incidents a serious violation.

Following the protest, the Ministry of External Affairs' Kolkata branch secretariat took up the issue with the state government.
