India's External Affairs Minister, Dr. S. Jaishankar, arrived in Colombo on Monday, December 23, 2025, on a significant visit as the special envoy of Prime Minister Narendra Modi. The mission underscores India's solidarity with Sri Lanka as the island nation embarks on massive reconstruction efforts following the catastrophic Cyclone Ditwah.
A Mission of Solidarity and Support
The Ministry of External Affairs stated that the visit powerfully highlights India's Neighbourhood First Policy. It is taking place within the framework of Operation Sagar Bandhu, a comprehensive humanitarian assistance and disaster relief initiative launched by India on November 28 to address the widespread devastation caused by the cyclone.
Cyclone Ditwah has been one of the most severe natural disasters to hit Sri Lanka in recent times, resulting in the tragic loss of over 640 lives and causing extensive damage to critical transport and public infrastructure. In response, India swiftly mobilized a massive relief effort.
Scale of Indian Humanitarian Assistance
Under Operation Sagar Bandhu, India has provided a substantial volume of aid to its maritime neighbour. The assistance includes more than 1,134 tonnes of essential supplies. This massive shipment comprises dry rations, tents, tarpaulins for shelter, hygiene kits, clothing, and vital water purification systems. Furthermore, India has supplied 14.5 tonnes of medicines and surgical equipment to help the Sri Lankan healthcare system cope with the aftermath.
The Indian Navy and Coast Guard have played a pivotal role in the logistics of this operation. Naval ships such as INS Vikrant, INS Udaygiri, INS Sukanya, and INS Gharial, along with Landing Craft Units (LCUs) and the ICGS Shaurya, have been actively involved in delivering these critical relief materials to the ports of Colombo and Trincomalee.
High-Level Engagements and Messages
Upon his arrival, Dr. Jaishankar was warmly received by Sri Lanka's Deputy Tourism Minister, Ruwan Ranasinghe. The Minister took to social media platform X, stating, "Landed in Colombo this evening. Thank Deputy Tourism Minister Ruwan Ranasinghe for the warm reception. Look forward to my meetings with Sri Lankan leadership tomorrow."
This visit follows a telephonic conversation between Prime Minister Narendra Modi and Sri Lankan President Anura Kumara Dissanayake. During the call, PM Modi assured India's continued support and stated that the people of India "stand in firm solidarity" with Sri Lanka during this crisis. He reaffirmed New Delhi's unwavering commitment to supporting Colombo's rescue, relief, and long-term rehabilitation efforts.
Dr. Jaishankar's meetings with the top Sri Lankan leadership are expected to focus on assessing the ongoing relief work and discussing further coordinated steps for reconstruction, firmly cementing the bonds between the two nations during a time of profound need.
