According to official government sources, this program is specifically designed for travelers who are transiting through Singapore while en route to or from a third destination.
Understanding the VFTF Program
The VFTF enables eligible travelers to explore Singapore during their layover, provided they meet specific eligibility criteria and admission requirements. The program is not intended for general tourism but specifically for transit passengers who are passing through Singapore as part of their journey to another country.
It is crucial to understand that the final decision regarding entry under the VFTF rests with Immigration & Checkpoints Authority officers at the point of entry. Extensions of stay under this facility are strictly prohibited, and all travelers must comply with Singapore's prevailing entry requirements.
Eligible Nationalities and Categories
The VFTF extends to several specific nationalities and categories of travelers:
- Commonwealth of Independent States (CIS) countries: Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, and Uzbekistan
- Additional eligible nations: Georgia, India, Turkmenistan, and Ukraine
- Selected PRC nationals: Holders of PRC Travel Documents, Hong Kong SAR Document of Identity, and Macau SAR Travel Permit
Important to note: Holders of ordinary, diplomatic, public affairs, and service passports issued by the People's Republic of China are excluded from the VFTF program.
Specific Requirements for Indian Nationals
Indian citizens transiting through Singapore may qualify for the 96-hour VFTF under these conditions:
- Travelers must be journeying to or from a third country (not their home country)
- Entry into Singapore can be via any mode of transport, but departure must be by air or sea
- Travelers must possess a valid onward ticket for a flight, boat, or cruise departing Singapore within 96 hours
- Travelers must hold a valid visa or long-term pass (with at least one month validity remaining) for entry into one of these countries: Australia, Canada, Germany, Japan, New Zealand, Switzerland, United Kingdom, or United States
An additional provision exists for those with Single Journey Visas (SJV): They may be granted VFTF on their return journey if traveling directly from the visa-issuing country, transiting through Singapore back to their home country, and haven't returned home since using the visa.
Requirements for CIS, Georgia, Turkmenistan, and Ukraine Nationals
Citizens from these countries must meet similar criteria:
- Traveling to or from a third country
- Possess a valid onward flight ticket departing within 96 hours
- Can enter Singapore by any transportation mode but must depart by air
Defining Transit Travelers
Under Singapore's immigration regulations, transit travelers are defined as those who pass through Singapore without clearing arrival immigration. This excludes passengers who must go through immigration for baggage collection, boarding pass issuance, or security checks.
Travelers using certain low-cost carriers often need to clear immigration before making connections and must therefore meet all public health and entry requirements. Those uncertain about their transit status should consult their airline before travel.
Additional Important Notes
Several crucial points travelers should consider:
- Possessing a valid Singapore entry visa does not guarantee admission—it is not an immigration pass
- The actual length of stay is determined by the electronic Visit Pass (e-Pass) issued at immigration, not visa validity
- Extensions require a separate Short-Term Visit Pass application
- Since March 11, 2022, Visit Passes have been issued digitally via email without passport endorsement
- Travelers must provide a valid email address when submitting the SG Arrival Card
- Changi Airport's transit area does not offer pre-departure COVID-19 testing services
