The Himachal Pradesh Tourism Development Corporation (HPTDC) has charted a bold, multi-pronged strategy to redefine hospitality in the state. Focused on boosting revenue, embracing digital transformation, upgrading infrastructure, and ensuring employee welfare, the corporation's roadmap builds on significant achievements recorded since the start of 2023.
Future-Forward Initiatives: From Platinum Cards to Pilgrimage Packages
In a move to reward loyal customers and attract institutional business, HPTDC is set to launch a Platinum Card for frequent travellers and corporate clients. This exclusive card will unlock a suite of privileges, including discounted room rates, priority booking, complimentary services, special dining deals, and seasonal promotions. The initiative is designed to foster customer loyalty and encourage tourists to choose HPTDC properties over private hotels.
Recognising the surge in spiritual travel, HPTDC is joining hands with the Indian Railway Catering and Tourism Corporation (IRCTC) to craft and promote specialised religious and temple tourism packages. Leveraging IRCTC's vast national network, this partnership aims to cater to senior citizens and pilgrimage groups, tapping into a fast-growing niche market.
Infrastructure Overhaul and Employee-Centric Policies
A major infrastructure upgrade is underway across key properties. Renovation work is slated to begin shortly at Hotel Hamir in Hamirpur, Holiday Home and Hotel Meghdoot in Shimla, Hotel Renuka in Renukaji, and Hotel Jawalaji, with tenders finalised and contracts awarded. Meanwhile, large-scale renovation projects are in progress at Hotel Rohtang in Manali (₹36.19 crore), Naggar Castle in Kullu (₹8.63 crore), and Hotel Silver Moon in Kullu (₹20.57 crore). Renovations at Hotel Kunal in Dharamshala and Log Huts in Manali have already been completed.
To motivate its workforce, the HPTDC Board, in its October 23, 2025 meeting, approved a performance-linked incentive policy. Under this scheme, employees at profit-generating units that exceed financial targets will be eligible for a 5 per cent incentive. The Board also plans to explore entering the foreign exchange business at its marketing offices, subject to securing an FFMC licence from the RBI.
Digital Transformation and Strategic Partnerships
At the core of its modernization drive is a complete revamp of its official web portal. The goal is to create a user-friendly, technologically advanced digital hub that boosts direct bookings and brand visibility, complementing existing partnerships with Online Travel Agencies (OTAs).
The corporation has already strengthened its market presence by signing an agreement with MakeMyTrip, which deposited an advance Minimum Inventory Block (MIB) of ₹2 crore. Field units have inked 197 MoUs with government and private entities, generating business worth around ₹1.13 crore by mid-November 2025. Tie-ups with Swiggy and Zomato in major tourist hubs and an MoU with the HP State Civil Supplies Corporation for provisions further streamline operations.
Financial Health and Recent Achievements
HPTDC reported robust financial health, having generated a revenue of ₹10,867.03 lakh during the 2024-25 fiscal year. To address long-pending liabilities, the Board has decided to raise a term loan from a government-owned bank to clear retirement gratuity and leave encashment dues for its retirees.
On the operational front, e-Office has been successfully implemented across all units, including the corporate office, since January 2024. Digitisation of records is progressing steadily, with over 3,800 files, 110 service books, and nearly 7.8 lakh pages scanned to date. The corporation has also expanded outdoor catering services, earning nearly ₹99.75 lakh from such activities.
In a strategic move to ensure steady occupancy, HPTDC is partnering with Union Bank of India and Punjab National Bank to provide holiday home facilities for their employees at prime destinations like Manali and Dharamshala, offering subsidised benefits while filling rooms during off-peak seasons.
Through these comprehensive measures, HPTDC aims to significantly enhance operational efficiency, elevate the tourist experience, ensure financial sustainability, and solidify its position as the primary driver of tourism growth in Himachal Pradesh.
