In a landmark step to intensify its battle against substance abuse, the Punjab government has unveiled a pioneering fellowship program aimed at strengthening mental health services across the state. Health Minister Balbir Singh officially launched the Leadership in Mental Health Programme on Friday, marking it as a critical component of the ongoing anti-drug campaign, Yudh Nashian Virudh.
A First-of-its-Kind Initiative for India
This program is recognized as the country's first fellowship specifically designed to reduce substance use and promote mental well-being. It is a collaborative effort between the Punjab Health Department, Dr BR Ambedkar Institute of Medical Sciences in Mohali, and the Tata Institute of Social Sciences (TISS) in Mumbai.
Announcing the initiative, Health Minister Balbir Singh stated that the fellowship will bring 35 mental health professionals from across India and abroad to bolster prevention, treatment, and rehabilitation services. "Only a Swasth (healthy) Punjab can be a Rangla Punjab (vibrant Punjab)," Singh emphasized. "To counter the rising epidemic of drug abuse, Punjab needs talented and compassionate youth to lead our fight against ignorance, stigma, and apathy."
Structure and Implementation of the Fellowship
The two-year fellowship offers early-career professionals a distinctive opportunity to work with the Data Intelligence and Technical Support Unit (DITSU), which spearheads the state's comprehensive response to substance abuse. Before their field deployment, fellows will undergo a two-week induction programme conducted by TISS, Mumbai.
Detailing the deployment plan, 23 fellows will be posted across Punjab's 23 districts, ensuring each district has dedicated expertise. Furthermore, 10 fellows will work at five Cluster Resource Centres, and two will be stationed at the DITSU headquarters in Mohali. Each fellow will receive a monthly stipend of Rs 60,000, along with specialised training, mentorship, and hands-on experience within the public health infrastructure.
Commitment to Institutionalising Healthcare
Minister Singh highlighted the government's dedication to making mental healthcare a core part of the state's health system. "The launch of the Leadership in Mental Health Programme underscores our focus on ensuring mental wellbeing for every person in Punjab," he said.
He further elaborated on the holistic approach, stating, "From providing public grounds for physical activities to offering unique fellowships to enhance mental health services, we are working towards providing accessible and compassionate healthcare to the people of Punjab." This initiative represents a significant move towards creating a sustainable and skilled workforce to tackle the complex challenges of substance abuse and mental health in the state.
