Chandigarh CCPCR advisory to stop minors accessing liquor

Ahead of the New Year celebrations, the Chandigarh Commission for Protection of Child Rights (CCPCR) has taken a proactive step to safeguard minors. The commission has issued a crucial advisory to the Excise and Taxation Department, highlighting serious concerns about underage individuals gaining access to alcohol, tobacco, and other prohibited substances.

Strict Directives for Hotels, Bars, and Shops

The advisory specifically targets establishments like hotels, bars, restaurants, pubs, clubs, and shops. It calls for strict enforcement of existing laws to prevent the sale or serving of liquor and tobacco to children and adolescents. The commission's directive is rooted in the legal framework provided by Sections 77 and 78 of the Juvenile Justice (JJ) Act, 2015, along with relevant provisions of the state's Excise Policy.

To ensure compliance, the CCPCR has recommended a series of mandatory measures. These include conducting mandatory ID checks at all points of sale to verify age through valid government-issued identification. Establishments are also asked to display clear and visible signage that warns against serving minors and explicitly states that such an act is a punishable offence under the JJ Act.

Enhanced Surveillance and Parental Vigilance

Going beyond just checks and signs, the advisory suggests practical steps for better monitoring. It recommends strengthening CCTV surveillance in key areas like lounges, restrooms, and within shops to deter any clandestine exchange of these substances. The commission also stressed the need for signage that educates people about the ill-effects of alcohol and tobacco, particularly on children.

CCPCR Chairperson Shipra Bansal emphasized that the spirit of New Year celebrations should not come at the cost of child safety. She noted that public gatherings and parties often become easy points where minors can access such harmful items. Alongside the instructions to authorities and businesses, the commission has also made an appeal to parents and guardians, urging them to remain extra vigilant and ensure a safe environment for children during the festive season.

A Preventive Move for Year-End Festivities

This advisory comes in the backdrop of numerous year-end events and parties planned across Chandigarh. The commission stated that a dual approach of enforcing legal provisions and implementing strong preventive measures is essential to effectively restrict underage access to alcohol and tobacco. The move aims to ensure that the festivities remain joyous and safe for all citizens, especially the younger population.
