Jaipur: Animal activists have accused the Jaipur Municipal Corporation’s Animal Birth Control (ABC) agency of submitting fake bills by repeatedly using surgery photos of the same dogs to claim higher payments.
Complaints have been filed with the Jaipur Municipal Corporation commissioner, the district collector, and the state chief secretary, raising fresh concerns over transparency in the city’s sterilisation programme.
According to the complaint, the agency allegedly attached duplicate or manipulated images as proof of surgeries performed under the ABC programme. Activists made a more serious charge, alleging that surgical procedures were carried out even on dead animals.
Laj Jain, a Jaipur-based member of the Animal Welfare Board of India, said the agency was engaging in unethical and illegal practices to inflate bills submitted to the civic body. He alleged that dogs were being picked up from outside the agency’s designated areas to boost numbers and increase reimbursements.
Jain further claimed that the agency was failing to provide proper food and hygienic shelter to captured dogs. He alleged that artificial intelligence and other digital tools were being used to create fraudulent photographic evidence for billing purposes. “Such practices could severely damage the credibility and effectiveness of Jaipur’s ABC programme,” she stated.
A senior JMC official said access to camera records had been provided to the complainants so the allegations could be checked. Municipal Commissioner Om Prakash Kasera was unavailable for comment.
Activists say this is not an isolated issue. The latest complaint is the third one filed against the agency since its appointment in October 2025. Despite repeated objections, they allege that the corporation has taken only limited action so far.
A senior official from the local self-government department said the corporation had merely issued a show-cause notice to this agency, even though another company in Bhilwara had reportedly been suspended over similar allegations of capturing dogs with cruelty. The activists now want a full investigation and strict action if the charges are proven.
