Forest Dept Halts PWD Drain Work Over Tree Cutting

The forest department has directed the Public Works Department (PWD) to suspend its activities in Shalimar Bagh following allegations of unauthorized tree felling. A complaint was lodged with the forest department accusing PWD of illegally cutting trees for a drain expansion project and misusing Section 8 of the Delhi Preservation of Trees Act (DPTA), 1994.

Allegations of Illegal Tree Felling

The complainant claimed that 20 to 30 trees were already cut along the stretch from AE Block to AD Block without obtaining valid permission from the tree officer. Section 8 of the DPTA allows tree felling only in emergencies where a tree poses an immediate threat to life, property, or traffic, but requires informing the tree officer within 24 hours. The complainant alleged that PWD was exploiting this provision improperly.

PWD's Response

A senior PWD official defended the actions, stating that all work was carried out in accordance with the standard operating procedure (SOP). However, the forest department has decided to initiate an inquiry into the matter. A forest official confirmed that an investigation would begin shortly.

Complainant's Concerns

Advocate Amber Shehbaz Ansari, who filed the complaint with both the forest department and Delhi Police, expressed serious concerns. He noted that mature and healthy trees were being felled to install a pre-cast water drainage system on Bhagwan Mahavir Marg. When questioned, PWD officials showed a letter citing Section 8 as authorization. Ansari argued that the cutting of 20 to 30 trees violated the DPTA, as mandatory permissions were not secured. He further alleged that PWD planned to cut more trees in the area.

Environmental Impact

Ansari highlighted the adverse environmental consequences of the indiscriminate tree cutting, including loss of green cover, increased air pollution and local temperatures, and destruction of bird habitats and biodiversity. The incident has sparked concerns among residents and environmental activists about the protection of trees in Delhi.
