The directives were formally announced during a crucial meeting of the district fee regulatory committee held on Friday. This meeting was conducted under the provisions of the Uttar Pradesh Self-Financed Independent Schools (Fee Regulation) Act, 2018, which provides the legal framework for such interventions.

To ensure efficient and prompt resolution of grievances, District Magistrate Verma has designated two key officials as joint nodal officers. The City Magistrate and the District Inspector of Schools (DIOS) for Prayagraj will now serve as primary points of contact for parents. Parents have been officially advised to submit their written complaints to either of these offices for immediate attention.

Transparency and Compliance Mandates for Schools

During the committee meeting, District Inspector of Schools PN Singh outlined specific requirements for all unaided private schools. These institutions, regardless of their affiliation with boards such as CBSE, CISCE, or the UP Board, must prominently display their complete fee structure on both their official websites and physical notice boards.

Schools are strictly prohibited from charging any amount beyond the officially prescribed fees and must issue proper receipts for all payments received from students and parents. This measure aims to eliminate hidden charges and ensure financial transparency.

Protecting Parents from Forced Purchases

A critical clarification emerged regarding the purchase of educational materials. No school can compel students or their families to purchase books, uniforms, or any other items from specific vendors or outlets. This directive directly addresses complaints about schools forcing expensive purchases from designated suppliers.

Regarding fee increases, schools must adhere to prescribed limits. Any fee hike must remain within boundaries linked to teachers' salary increments and the Consumer Price Index. Importantly, no fee increase can exceed 5% of the total fee collected by the institution, providing a clear cap on annual adjustments.

Comprehensive Documentation and Strict Consequences

The District Magistrate has issued additional instructions for thorough verification. Officials have been directed to obtain audit reports from the past three years, detailed fee records from the last five years, and complete salary documentation for all teachers and staff from every private school in Prayagraj. Schools must submit this information within one week.

A comprehensive review meeting is scheduled to occur after fifteen days. Schools found violating any of the established rules or failing to submit the required documentation will face severe consequences. Potential penalties include substantial financial fines and the possible withdrawal of official recognition, which could effectively shut down non-compliant institutions.
