In a transformative blueprint for India's eastern seaboard, the NITI Aayog has unveiled an ambitious plan to develop the Visakhapatnam Economic Region (VER) into a premier global destination. The cornerstone of this vision is the creation of a 40-square-kilometre integrated coastal hub, dubbed Vizag Bay City, designed to rival international waterfront developments.
The Grand Vision: Vizag Bay City as a Global Corridor
The detailed report, titled 'Developing Visakhapatnam Economic Region as a Global Economic Hub', outlines a phased development strategy over the next five to seven years. The primary objective is to position the Visakhapatnam region as a leading beach tourism and lifestyle destination on India's east coast. The project envisages the comprehensive transformation of a significant 25-kilometre stretch of coastline between Kailasagiri and Bheemili into a vibrant, mixed-use waterfront city.
Drawing inspiration from successful global models like Miami's Bayshore corridor and Dubai's Jumeirah beach, the master plan aims to leverage the region's natural assets. The VER, covering nine districts from Srikakulam to Konaseema, boasts a 520-kilometre coastline with over 30 beaches. NITI Aayog has selected VER under its national growth hub initiative, targeting an economic transformation to a massive $125-135 billion economy by the financial year 2032.
Pillars of Development: Tourism, Infrastructure, and Public Spaces
The beach-front tourism strategy forms the heart of the proposal. It focuses on creating five to seven meticulously planned beach-fronts, including more than three Blue Flag beaches that meet stringent international standards for environment and quality. To enhance the visitor experience, the plan includes introducing fine-dining restaurants, premium eateries, rooftop cafes with ocean views, and traditional beach shacks.
To accommodate the anticipated surge in tourists, the project proposes adding 2,000 to 2,500 new hotel rooms across various accommodation categories, from luxury to budget-friendly options. Recreation and public spaces are deemed a core component, with planned facilities including well-lit boardwalks, dedicated cycling tracks, and specific zones for water sports.
Heritage and Adventure: From Bheemili to Kailasagiri
The report provides specific examples of this integrated development. The Bheemili beachfront plan emphasises heritage-led place-making, proposing an active public space around the historic lighthouse. This includes restoring the lighthouse precinct and designing a promenade with stepped seating to improve engagement with the waterfront, alongside dedicated pathways for cyclists and pedestrians.
For adventure enthusiasts, the diverse coastline will cater to all levels. The calm waters of Mangamaripeta are identified as ideal for beginner-level scuba diving and kayaking, while the open sea conditions at Rushikonda beach are perfect for high-adrenaline activities like jet skiing and parasailing. A major highlight is the proposal for a 75-acre world-class adventure and theme park, envisioned as a national attraction.
Furthermore, the plan aims to elevate Kailasagiri into a prominent hub for spiritual, wellness, and adventure tourism. This involves developing a substantial 300-acre wellness zone and a 20-acre adventure sports area, significantly enhancing its existing appeal.
The NITI Aayog's report presents a holistic roadmap, combining tourism, infrastructure, heritage conservation, and sustainable public realm design. If implemented as envisioned, Vizag Bay City could redefine economic and leisure landscapes on India's eastern coast, creating a globally competitive destination while driving monumental economic growth for the entire region.
