Odisha Minister Directs Comprehensive Action Plan for Park Rejuvenation Across Urban Areas
Bhubaneswar: In a significant move to enhance urban green spaces, Odisha's Housing and Urban Development Minister Krushna Chandra Mahapatra issued a directive on Friday for the preparation of a comprehensive and time-bound action plan aimed at the rejuvenation and improvement of parks across all Urban Local Bodies (ULBs) in the state.
Minister Expresses Concern Over Park Conditions
During a review of urban development initiatives, Minister Mahapatra expressed deep concern over the poor condition of several public parks. This concern was particularly heightened following his recent visit to Indira Gandhi (IG) Park in Bhubaneswar, where he observed issues of neglect and inadequate maintenance. He noted that similar problems of deteriorating infrastructure and lack of proper upkeep have been identified in parks across other urban areas as well.
"Negligence by officials will be strictly monitored, accountability will be fixed, and action taken against them if anyone is found to be irresponsible," Mahapatra stated firmly, underscoring the importance of administrative responsibility in this matter.
Parks as Vital Social and Environmental Assets
Emphasizing the broader significance of public parks, the minister highlighted that these spaces are not merely recreational areas but are crucial social and environmental assets. "Parks are vital social and environmental assets that reflect the quality of urban governance and directly impact citizens' health and well-being," he remarked, pointing out their role in promoting community welfare and environmental sustainability.
Mahapatra laid special emphasis on the upkeep of statues installed in parks, stressing that statues of eminent personalities and historical figures must be preserved with dignity and respect. He warned that negligence in maintaining such assets amounts to disrespect towards public sentiment and cultural heritage, calling for greater attention to these elements.
Accountability and Monitoring Mechanisms
Taking a stern view of administrative lapses, the minister cautioned officials and executing agencies against complacency. "Accountability will be fixed and strict disciplinary action will be initiated against those responsible for substandard maintenance or dereliction of duty," he added, reinforcing the need for stringent oversight.
To ensure effective implementation, Mahapatra directed the department to issue clear instructions to all ULBs, outlining specific responsibilities, timelines, and quality benchmarks for park development and maintenance. He also called for regular monitoring, periodic inspections, and adequate budgetary provisions to ensure sustainable improvements rather than merely cosmetic upgrades.
