The core allegation was that the RWA was formed illegally without the mandatory Completion Certificate (CC) from the developer. Residents further accused the association's management of unauthorized financial collections, misuse of common areas, biased parking allotments, and operating without a lawful handover from the project promoter.

The authority confirmed that the promoter, Ansal API, had not obtained a Completion Certificate for the project to date. The order also detailed other irregularities. It was noted that the RWA had begun collecting maintenance fees and prepaid electricity charges from residents without a valid handover process. Furthermore, the authority ruled that the association had no legal right to allocate parking spaces or use them for commercial purposes, as these areas are legally recognized as common areas under Supreme Court rulings.
