In a decisive move to curb rampant unauthorized constructions, the district town planner (enforcement) in Gurgaon has initiated a coordinated multi-departmental action targeting illegal residential units in Palam Vihar's C2 Block. This escalation includes an immediate embargo on property registrations and the disconnection of essential services for identified violators.

Immediate Halt on Sale Deeds for Unauthorized Properties

Town planner (enforcement) Amit Madholia issued a directive on Thursday to the Gurgaon sub-registrar, ordering an immediate stop to the execution of any sale deeds for properties where unauthorized multi-dwelling units have been constructed. This action is in strict compliance with the Haryana Building Code-2017 and the provisions of the Haryana Development and Regulation of Urban Areas Act, 1975.

The letter specifically lists 11 plots, including C2/913, C2/956, and C2/1226, where enforcement measures have already been initiated. Despite previous steps such as sealing drives, filing of FIRs, and revocation of occupation certificates in some instances, these units remain occupied, and violations persist. Authorities are now enforcing strict compliance to prevent further sale or transfer of these illegal properties.

Disconnection of Essential Services to Deter Occupancy

In a parallel effort, the town planner has written to the executive engineer of DHBVN in Sector 23, requesting the immediate disconnection of electricity supply to the same set of properties. Additionally, the Municipal Corporation of Gurgaon (MCG) has been instructed to cut off water supply and sewer connections to these buildings.

The communication emphasizes that this coordinated action is being taken in response to orders dated March 13, issued by the director of town and country planning in Haryana. These orders follow directives from the Punjab and Haryana High Court in the Sandeep Lamba case, highlighting the legal backing for the crackdown.

Multi-Pronged Strategy to Address Ongoing Violations

In a separate letter addressed to the joint commissioner of MCG, the town planner's office pointed out that the continued availability of civic services was enabling the occupation of illegal structures. They have called for urgent coordination to ensure effective enforcement.

Officials stated that this multi-pronged approach aims to create a strong deterrent by targeting both ownership transactions and the habitability of the illegal units. By halting property sales and disconnecting essential services, authorities hope to compel compliance and reduce the prevalence of unauthorized constructions in the area.
