Gurgaon approves demolition of 4 unsafe NBCC towers

In a significant move, the Gurgaon district administration has granted official permission for the demolition of four structurally compromised residential towers at the NBCC Green View project in Sector 37D. This decision clears a major hurdle for the long-stalled project, which was declared unsafe for living four years ago.

Administrative Nod Ends Years of Uncertainty

The crucial approval was granted by Deputy Commissioner Ajay Kumar following a multi-level review. Officials stated that further delays would have been "against public interest and could heighten safety risks." The decision comes after the National Buildings Construction Corporation (India) Ltd. (NBCC) submitted a formal application in September last year, seeking to demolish and reconstruct the flats.

A committee chaired by the Additional Deputy Commissioner examined the application in detail. The administration considered inputs from both current and former allottees before concluding that the severely deteriorated condition of the buildings left demolition as the only viable option. The four towers—A, B, C, and D—comprise a total of 580 flats.

Strict Conditions and Phased Execution

The demolition permission is not unconditional. NBCC must strictly adhere to safety and environmental norms set by multiple agencies, including:

  • Haryana State Pollution Control Board
  • Fire Services Department
  • Municipal Corporation of Gurugram (MCG)
  • Labour Department
  • Disaster Management Cell
  • Police Department
  • Industrial Safety and Health Departments

Officials clarified that any lapse or accident at the site will be the developer's sole responsibility. NBCC has also been instructed to submit compliance reports to all concerned departments every fortnight.

District Town Planner (Enforcement) Amit Madholia confirmed that the demolition will be carried out in phases to minimize disruption to nearby societies and ensure environmental safety. "Permission has been granted, subject to strict conditions. The remaining towers will be demolished in phases in keeping with approved norms," Madholia said.

Background and Path Forward for Allottees

The project's troubles began in 2022 when structural audits conducted by IIT-Roorkee and IIT-Delhi declared the towers unsafe for habitation. Following these reports, the District Disaster Management Authority ordered the immediate evacuation of residents, forcing hundreds of families to leave their homes. The partially constructed towers have stood abandoned since.

Originally planned with over 700 flats, NBCC Green View had sold 255 units. Of these buyers:

  • 160 have opted for refunds.
  • 78 allottees have given consent for reconstruction.
  • 17 buyers are yet to decide.

Officials noted that most allottees from the Economically Weaker Section (EWS) category preferred reconstruction over a refund. The Department of Town and Country Planning (DTCP) has extended the project's licence until May 2027, providing a timeline for the phased demolition and rebuilding process.

For the allottees who have endured years of displacement and uncertainty, the administration's clearance brings a sense of cautious relief. "The towers have been unsafe for a long time. We just hope the demolition is carried out carefully so that the process of reconstruction and rehabilitation can finally begin," shared one allottee.

With the official hurdles now cleared, the focus shifts to the execution of the demolition drive, which will involve stringent monitoring of anti-smog measures, barricading, waste disposal, and site security. Only after the unsafe structures are completely razed can the much-awaited reconstruction of NBCC Green View commence.
