BMC Advances Development Plans for Prime Lower Parel Land Parcel
The Brihanmumbai Municipal Corporation (BMC) is now in the conclusive phase of selecting a developer for a highly valuable six-acre plot located in Lower Parel, Mumbai. This significant step follows over a year after the Supreme Court provided the necessary legal clearance for the civic body to reclaim this prime property.
Major Real Estate Players Submit Bids for Prestigious Project
After an initial period of limited interest, the tender process has attracted substantial attention from four prominent real estate entities. The bidders include industry giants Shapoorji Pallonji, K Raheja Corp, Peddar Realty (affiliated with the JSW Group), and Keystone Realtors (known as Rustomjee). Municipal officials have confirmed the participation of these major players in the competitive bidding process.
A senior BMC official explained the leasing approach: "We have decided to lease the plot on an 'as-is' basis. This means the selected developer will assume full responsibility for rehabilitating all current occupants on the site as an integral component of the overall development plan."
Administrative Process and Development Specifications
Once the proposal receives formal administrative sanction, it will be presented to the civic improvements committee for final approval. This committee specifically handles matters concerning municipal properties and their development.
Notably, the current tender document does not include a specified timeline for project completion—an omission that committee members are expected to address. "We have informally discussed the proposal with the improvements committee, and they expressed strong interest in understanding the project timeline," the official added. "While this element was not incorporated into the original tender document, we have indicated that the committee may suggest appropriate timelines during their review process."
The development framework has been established with several key parameters:
- Base Price: Fixed at Rs 1,348 crore
- Development Regulations: Permitted under DCPR 2034 norms
- Lease Structure: 30-year initial term with option for 30-year renewal
- Tender Date: Originally floated in December 2025
- Participation Model: Private sector involvement through lease arrangement
Contentious Historical Background of the Property
The land parcel carries a complex and disputed history spanning nearly a century. Originally leased in 1927 to Century Spinning and Manufacturing Company for a 28-year period at a nominal annual rent of just one rupee, the property became contentious after the lease expiration in 1955.
The company subsequently approached the Bombay High Court seeking execution of a conveyance deed. In March 2022, the High Court directed the BMC to execute this deed within an eight-week timeframe.
However, the municipal corporation pursued the matter further, appealing to the Supreme Court. In a decisive January 2025 ruling, the Supreme Court set aside the High Court order that had favored the company, ultimately ruling in favor of the BMC and conclusively ending Century's claims over the valuable land.
Following this legal victory, the BMC conducted a comprehensive table survey—similar to a police panchnama—to document the current ground reality of the plot. This meticulous survey recorded crucial details including:
- Number and types of existing structures
- Extent and nature of encroachments
- Any obstructions present on the property
- Existing tree cover and vegetation
This thorough documentation process ensures complete transparency regarding the property's current condition as the development process moves forward.
