Bhubaneswar Development Authority Collaborates with Singapore Consultancy for Ambitious New City Project
The Bhubaneswar Development Authority (BDA) has taken a significant step toward shaping the future of Odisha's capital by entering into a formal agreement with Singapore-based consultancy firm Surbana Jurong. This partnership, finalized on Tuesday, aims to develop a comprehensive master plan for the proposed Bhubaneswar New City, a major urban expansion initiative designed to guide the capital's growth trajectory for decades to come.
Strategic Vision and Project Scope
Envisioned as a transformative multi-economic growth zone, the Bhubaneswar New City project aligns directly with the state's long-term development framework, Vikshit Odisha 2036. Spanning approximately 800 acres across the mouzas of Gothapatna, Malipada, and Dasapur, this ambitious development is positioned to become a model of modern urban planning.
BDA Vice-Chairman Chanchal Rana emphasized that the new city will be developed as a transit-oriented urban hub, prioritizing efficient public transportation systems, reduced commute times, and integrated mixed land use. This approach aims to create a more sustainable and accessible urban environment from the ground up.
Comprehensive Infrastructure and Housing Solutions
The master plan will incorporate state-of-the-art infrastructure components, including dedicated MICE (meetings, incentives, conferences, and exhibitions) facilities, plug-and-play innovation hubs tailored for startups and technology firms, and advanced data management centers. These elements are designed to position Bhubaneswar as a competitive destination for business and innovation.
A cornerstone of the project is its commitment to housing for all, with plans to offer a diverse range of affordable and inclusive residential options catering to different income groups. This initiative seeks to address urban housing challenges while promoting social equity within the new development.

The project will emphasize creative placemaking through the integration of central forest parks, gateway plazas, and vibrant public spaces. Officials confirmed that the new city will incorporate smart and green infrastructure solutions to bolster climate resilience, promote environmental sustainability, and elevate the overall quality of life. The BDA has been designated as the nodal agency responsible for overseeing the implementation of this comprehensive project.
