On March 31, registration offices at ISBT and Pari Bazaar in Bhopal witnessed an unprecedented rush as buyers sought to complete property registrations before new stamp duty rates took effect. The final day of the financial year saw packed offices despite occasional internet slowdowns, with more than 1,000 registrations recorded late into Tuesday evening.

Significant Stamp Duty Increases Implemented

Starting April 1, stamp duties increased significantly across the region. Hikes of 50% or more were implemented in 104 locations, with some areas experiencing jumps of 100%, 150%, and even 181%. This drastic rise prompted a last-minute surge in registration activity as property owners aimed to avoid higher costs.

The standard construction cost has risen from Rs 13,000 to Rs 14,000 per square metre. For a 1,000 sq. ft. property (approximately 100 sq. m), this translates to an additional Rs 10,000 in registration expenses. The hike applies broadly to various property types, including houses, shops, flats, warehouses, and commercial premises.

Revenue Surge and Operational Adjustments

More than 1,000 documents were processed on March 31, generating Rs 20 crore in revenue in a single day. This impressive figure helped the district surpass its annual target of Rs 350 crore. Senior district registrar Swapnesh Sharma noted that to accommodate the high demand, registration slots at ISBT, Pari Bazaar, and Govindpura were expanded to 700 per office, allowing operations to continue until night.

Buyers stayed up late to secure slots for the final day. Many prepared demand drafts overnight to ensure timely submissions. For instance, Sanjay Meena, a buyer at Pari Bazaar, booked his slot at 2 a.m. and obtained his demand draft at 10 a.m., but was ultimately allotted a 3 p.m. slot due to the overwhelming volume of applications.

The rush highlights the immediate impact of policy changes on real estate transactions in Bhopal. With stamp duty rates now significantly higher, property buyers and sellers may face increased financial burdens, potentially affecting market dynamics in the coming months.
