Ahmedabad's Major Entertainment Hub Project Faces Prolonged Delays
The ambitious 'Entertainment Hub' project proposed by Imagica World Entertainment Pvt Ltd for the eastern stretch of Ahmedabad's Sabarmati Riverfront has been stalled for nearly two years. The delay stems from a complex dispute involving parking provisions and confusion over whether the land should be classified as old or new tenure.
Approval Process and Initial Hurdles
Despite the Sabarmati Riverfront Development Corporation Ltd (SRFDCL) approving a single tender for this significant project in March 2024, the layout plans have yet to receive clearance from the town development department of the Ahmedabad Municipal Corporation (AMC). Officials confirm that the delay originated from disagreements over parking requirements, which later evolved into ambiguity regarding the land's tenure status.
A senior AMC official explained that while the parking dispute has been resolved, the classification issue persisted until December 2025. At that time, the district collector ruled that the land should be treated as old tenure. "With this crucial clarification, the chances of layout approval have significantly increased, and necessary modifications to the plans are currently underway," the official stated.
Project Details and Financial Arrangements
The project was cleared during a hurried SRFDCL board meeting on March 6, 2024, where Imagica's lone bid was accepted for developing the Entertainment Hub on a 45,600 square meter plot valued at Rs 1,150 crore. The company secured the land at an annual cost of Rs 45.6 lakh, with additional benefits including a seven-year exemption from property tax and permission to enter joint ventures with foreign firms. The AMC is positioned to receive 12.25% of the project's revenue as part of this arrangement.
An official familiar with the developments revealed that a Letter of Allotment was issued on March 7, 2024, and possession of the land was transferred shortly afterward. However, subsequent regulatory changes following the tragic Rajkot Gaming Zone fire incident prompted a comprehensive revision of planning norms for entertainment and gaming zones across Gujarat.
Regulatory Changes and Design Modifications
Under the new safety regulations, the developer was required to implement significant design modifications. These included leaving a 6-meter margin for a 9-meter-wide road and earmarking 1,000 meters of exit space near Atal Bridge. Additionally, 50% of the plot had to be reserved specifically for parking, which substantially reduced the permissible built-up area for the entertainment complex.
As a direct result of these regulatory requirements, the project area was expanded to 50,283 square meters, with 25,150 square meters now allocated exclusively for parking facilities. The development was planned in two distinct phases to accommodate these changes. To address ongoing parking constraints, a multi-level parking facility has been proposed at Gujari Bazaar, which the company is expected to manage on an annual rental basis.
Recent Developments and Future Prospects
These substantial revisions to the original tender conditions received approval from the AMC's standing committee on September 18, 2025. However, officials acknowledge that the combination of regulatory changes, persistent parking constraints, and the protracted tenure dispute has collectively delayed final approvals.
The Entertainment Hub represents one of Ahmedabad's most significant infrastructure and entertainment developments in recent years. Its successful completion would transform the Sabarmati Riverfront area into a major recreational destination while generating substantial revenue for municipal authorities. With the land tenure clarification now in place, stakeholders remain cautiously optimistic about moving forward with this landmark project.
