Gurgaon Road Infrastructure Projects Hit by Severe Delays and Stalls
A recent review conducted by the Municipal Corporation of Gurgaon (MCG) has uncovered alarming delays and stalled progress in key road development works across the city. This situation has sparked serious concerns about the overall pace of civic infrastructure development in Gurgaon, potentially affecting daily commutes and urban planning.
Contractors Under Scrutiny for Missed Deadlines
Official records indicate that six critical road construction and recarpeting projects, awarded to two contractors—Sachin Bansal and Ravindra India Projects Pvt Ltd—are running significantly behind their scheduled deadlines. Some of these projects have been delayed by more than a year, prompting MCG commissioner Pradeep Dahiya to confirm that the corporation has issued formal notices to the contractors involved.
Detailed Breakdown of Delayed Projects
Sector 46 Road Works: The project involving bituminous macadam and bituminous concrete layers on 10-metre-wide roads in Sector 46 commenced in July last year with an initial completion target of April this year. However, records reveal that only about 5% of the work has been finished to date. In response, MCG has imposed a substantial penalty of Rs 1.4 crore on Ravindra India Projects Pvt Ltd for the delay.
Sector 39 Recarpeting: Recarpeting work in Sector 39 has shown a mere 5% completion rate, despite the contract being awarded in January 2025. The work order was issued on January 23, 2025, with a deadline set for July 22, 2025. MCG issued three notices to the contractor in November and December last year regarding the sluggish progress, followed by a fourth notice that imposed 10% liquidated damages.
Sector 57 Road Project: A project to recarpet 18-metre and 10-metre roads in Sector 57 has progressed approximately 40%, even after the release of the first running bill amounting to Rs 1.25 crore. Officials attributed part of the delay to the rainy season and restrictions under the Graded Response Action Plan (GRAP) between October 2025 and January 2026. The project is now expected to be completed by May 31, 2026.
Sectors 55 and 56 Reconstruction: The reconstruction of internal roads in sectors 55 and 56, awarded to Sachin Bansal, has seen only about 15% progress despite an extension granted until May 15 this year. MCG officials have stated that no payments have been released to the contractor due to the slow pace of work.
Additional Delays in Other Sectors
Delays have also been flagged in projects located in Sector 23A and Sector 21, both managed by Sachin Bansal. In Sector 23A, the laying of BM and BC layers on roads ranging from 10 to 18 metres in width has achieved 65% progress so far. MCG issued two notices in January, followed by a third notice in March that imposed 10% liquidated damages.
Bhawani Shankar Tripathy, a resident of Sector 23A, expressed frustration, stating, "The contractor completed over 60% of the work, and we have been pursuing the issue for the last nine months. The contractor has clearly violated the stipulated timeline to complete the project. We raised the issue at Samadhan Shivir, but to no avail."
In Sector 21, recarpeting works in pockets B, C, and D began in November 2025 with a scheduled completion date of May 28, 2026. MCG records indicate that only about 15% of the work has been completed. Officials issued the first notice to the contractor earlier this month. Attempts to reach the contractors for comment were unsuccessful.
